This inspection was carried out on 26th July 2005.

What the care home does well

The home is staffed by a well trained and motivated workforce committed to providing a high standard of care and attention to the service users. Service users choice and preferences regarding routines of daily living are assessed on admission and flexible packages of care are arranged to ensure that service users experience their preferred choice of lifestyle. A range of activities are provided for the service users to participate in if they choose to do so. Some form of activity takes place most afternoons. The property is currently being redecorated and refurbished and areas completed are bright and cheerful and welcoming. Quality assurance and quality monitoring systems are now in place based upon seeking the views of service users to ensure that the home is run in their best interest.

What the care home could do better:

The acting manager of the home to apply to be registered as manager of the establishment to ensure that a named person is in overall charge of the home.

Date of last inspection 6/9/04 Brief Description of the Service: Ovenden House is owned by Pennine Care Services Limited and is registered to provide accommodation and care for up to twenty three older people. The establishment, a stone built detached period property, is situated in a residential area in the Ovenden district of Halifax with easy access to the town centre by public transport. Accommodation within the establishment is provided in thirteen single and five shared rooms. The establishment is currently in the process of being redecorated and refurbished throughout, the areas that have been completed to date appear bright and cheerful and welcoming. Externally there are garden areas for the service users to enjoy in the warmer weather with parking facilities for staff and visitors. This inspection took place over four hours on 26th July 2005. Four service users and several members of staff were consulted as to their views on the standard of services and facilities provided within the establishment. The residents spoken to all expressed great satisfaction with the facilities and care they receive at Ovenden House. What the service does well: What has improved since the last inspection? Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,8,10 Service users needs are assessed and the home has a good approach to promoting the service users health care. EVIDENCE: Service users have an individual plan of care which details their personal, social and health care needs. The care plans are reviewed and updated on a monthly basis, with a formal review being held every six months. Risk assessments are in place, again with evidence of regular review. Service users confirmed that they are treated with respect and their privacy respected at all times. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13 The lifestyles of the service users match their expectations and preferences. Service users are encouraged to maintain contact with family and friends, and they are made to feel welcome. EVIDENCE: Service users’ preferences regarding activities of daily living are assessed and the routines of the establishment are flexible to reflect these. A range of activities are provided for the service users, if they wish to participate. Recent activities have included meals out and a coffee afternoon to which family and friends were invited. A summer fair is planned for later in the year to which the local community will be invited. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19,20,23,24,25 Service users live in a comfortable and homely environment, with a programme of redecoration and refurbishment underway. EVIDENCE: The establishment is situated in a residential area in the Ovenden district of Halifax and on a bus route to the town centre. The property, a large stone built period residence is in the process of redecoration and refurbishment throughout. The conservatory, small lounge and dining room, and several bedrooms have already been refurbished and new carpets fitted, the appearance was bright and cheerful and welcoming. The establishment provides accommodation in thirteen single bedrooms and five shared rooms, with only two bedrooms being equipped with en-suite facilities. There is no screening provided within the shared bedrooms and no lockable facility in the majority of the bedrooms. Service users needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27,29,30 The home is staffed by a well trained and motivated workforce. EVIDENCE: The establishment is adequately staffed by a well motivated and well trained workforce. A programme of NVQ training is in place with all staff being required to attain their NVQ II award. At the time of the inspection 47 of the staff team had achieved their award, with a further 8 in the process of undertaking their award. The organisation employs a training officer with a dedicated training budget. Relationships between staff and service users were observed to be relaxed and friendly with appropriate use of informality and humour. A robust recruitment policy is in place, and staff files examined indicated that an application form is completed, and the satisfactory receipt of two written references and a CRB and POVA disclosure are required prior to an offer of employment being made. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31,32,33 Management arrangements within the home are unsatisfactory with no Registered Manager in post. EVIDENCE: The previous acting manager of the home had submitted an application to be registered as manager of the establishment by the CSCI. She subsequently, however, withdrew the application. This has resulted in no person being in overall charge of the home. The previous deputy manager has indicated that she wishes to be registered as manager, and must submit an application. The Responsible Individual Mr Bassan visits the establishment regularly, however, no report is completed. Visits to be undertaken in accordance with Regulation 26 of the Care Homes Regulations and a report made available to the CSCI. Consultation with the service users takes place on a regular basis, with a formal quality assurance system now being in place. STATUTORY REQUIREMENTS This section sets out the actions which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards. Visits to be undertaken in accordance with Regulatiion 26 of the Care Homes Regulations and a report provided to the CSCI. This remains outstanding from the previous report.
