This inspection was carried out on 14th November 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Park Lodge provides a high standard of care which meets the needs of the residents living there. People are encouraged to maintain control over their lives and the decisions they make are respected. Residents are treated with respect and care staff take appropriate actions to protect their privacy and dignity. Activities and meals are well managed and take into account individuals` preferences. The home has good links with the local community and residents maintain contact with friends and relatives as they wish. Staff and residents have developed positive relationships and the atmosphere in the home is relaxed and friendly. Residents made many positive comments about the staff in the home and said, "The staff are very good". Care staff are skilled and competent and provide a high standard of support to residents. The home is well maintained and decorated to a high standard and provides comfortable and pleasant accommodation for residents. The home has good management systems and residents` rights, safety and welfare are protected.

Park Lodge continues to provide a high standard of support which meets the needs of the residents living in the home.

The service must at all times employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. When single rooms of less than 12 sqm usable floor space become available they must not be used to accommodate wheelchair users, and where existing wheelchair users are in bedrooms of less than 12 sqm they must be given the opportunity to move to a larger room when one becomes available. A maximum of sixteen older people (OP) , including 2 people with dementia (DE(E) may be accommodated. The staffing levels for the home must meet the Residential Forum Care Staffing Formula for Older Adults. Two service users may share a bedroom of at least 16 sqm usable floor space only if they have made a positive choice to do so, and when a shared space becomes vacant the remaining service user must have an opportunity to choose not to share, by moving to a different room if necessary. 13th September 2004 3. 4. 5. Date of last inspection Brief Description of the Service: Park Lodge is registered with the Commission for Social Care Inspection to provide accommodation and care for up to sixteen older people, two of whom may have dementia. The home is operated by Cumbria Care, an internal business unit of Cumbria County Council. Mr Geoffrey Tyers is the registered Manager, responsible for the day-to-day running of the home. Park Lodge is situated close to the centre of Aspatria and is near to all of the local amenities. Accommodation for residents is provided in the form of twelve bedrooms for single occupancy and one double room which two people can choose to share. The accommodation is arranged over two floors and there is a passenger lift to assist residents to access the accommodation of the first floor of the home. Two bedrooms have ensuite toilet and bathing facilities and there are appropriate bathrooms and toilets close to all the accommodation used by residents. The home has a range of equipment to assist people to maintain their independence including a call bell system, assisted baths and handrails. There are pleasant garden areas to the front and rear of the home with seating areas for residents. Park Lodge provides permanent accommodation and short-term respite care. The inspection was unannounced and was carried out on 14th November 2005. The inspection focussed on how well the services provided meet the needs of the residents living in the home. This was assessed by speaking to residents, care staff and visitors, observing activity in the home and examining the records which care homes are required to hold. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3, 4 and 6. Admissions to the home are well managed and residents know that the services provided will meet their needs. The home does not provide intermediate care. EVIDENCE: The home has a good system for handling new admissions. The admission procedure includes residents’ needs being assessed before they are offered accommodation. Individuals’ needs are known to the staff in the home and residents receive the support they require. Intermediate care is not provided and Standard 6 does not apply to the home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8 and 10. Residents’ personal and health care needs are identified and they receive a high standard of care. Residents are treated with respect and their privacy and dignity are maintained EVIDENCE: Records held about residents are clearly written and are up to date. Care staff have the information they need to provide a high standard of care. Residents are supported to maintain responsibility for their own care as far as they are able and their independence is maintained. Residents receive health care support from local and specialist health services and their health and welfare are ensured. Care staff treat residents with respect and take appropriate actions to ensure their privacy and dignity are protected. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14 and 15. Residents’ benefit from having a choice of activities which take into account their preferences and abilities. Residents make choices about their lives and the decisions they make are respected. Meals are of a high standard and residents receive a varied and nutritious diet. EVIDENCE: The home provides a range of activities including group and individual activities. Individuals’ preferences and abilities are taken into account when activities are planned. Residents are provided with recreational interests which offer variety and meet individual needs. Visitors are made welcome and residents know they can maintain contact with their friends and families as they choose. The home is well supported by local community groups who provide residents with a variety of entertainment evenings. Residents have a choice of nutritious and appealing meals and have drinks and snacks as they want them. Care staff are aware of the need to protect residents from abuse and of the procedure to follow if they are concerned about a resident’s safety or welfare. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 21, 22 and 26. Residents live in a comfortable, clean and safe environment which is suitable to meet their needs. EVIDENCE: Park Lodge provides comfortable and pleasant accommodation for residents. The premises are well maintained and decorated to a high standard. Residents have their own possessions in their bedrooms and have personalised their accommodation as they wish. Residents said the accommodation provided is “very nice”. Residents chose whether to spend time with other people or on their own. The home has a range of equipment to assist residents to stay independent including specialised equipment provided for individual residents. There are appropriate toilet and washing facilities close to all accommodation used by residents. Residents benefit from receiving support from staff who are well trained, experienced and competent. Staffing levels are well managed and ensure residents’ needs are met. EVIDENCE: Care staff have received appropriate training to give them the skills and knowledge to provide the care residents need. Staff assist residents as they need in a timely manner. Staff and residents have developed positive relationships which contribute to the relaxed and friendly atmosphere in the home. Residents made many positive comments about the staff in the home and said, “The staff are very good”. JUDGEMENT – we looked at outcomes for the following standard(s): 32, 35 and 38. The home has good management systems and residents’ interests, safety and welfare are protected. EVIDENCE: The home has clear policies and procedures to ensure residents’ safety and welfare. Records are clearly written, up to date and are held securely. Care staff have access to the information they need to carry out their duties safely and to provide the support individuals need. The atmosphere in the home is welcoming and friendly and residents are comfortable with the staff who support them. Money held on behalf of residents is stored securely and systems are in place to protect their financial interests.
