Conditions of registration: Date of last inspection 7th January 2005 Brief Description of the Service: Red Rose is a small registered home providing care for up to three elderly people. The homeowners family, and service users share the home, although service users have independent lounge and dining space, they live as part of an extended family. Service users are encouraged to personalise their individual rooms, which are large and are equipped with shower units, en-suite facilities and tea and coffee making facilities with a fridge for storing milk or other items. The home is situated in a residential area with good access to services including shops and public transport. This is an overview of what the inspector found during the inspection. The inspection was unannounced therefore all stakeholders of the service were unaware of the date or time of the visit. The visit was undertaken during a morning period, when all three residents were available to talk to, including the homeowner. There are no additional staff employed at the care home. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 2, 4 Residents have individual contracts, which ensure they are secure in what services the home has agreed to provide. Residents and their families are informed of the homes services through written literature and by viewing the home, so that they know the services they receive will meet their needs. EVIDENCE: All residents have a contract in place, which provides them with the information regarding the terms and conditions of their residence at the care home, thereby providing them with security of tenancy. Contracts are reviewed annually in order to make amendments to contract if necessary, including changes in the annual fees. Residents spoken to have lived at the care home for a number of years. One resident commented on how well their needs are met. One resident frequently stays for respite for periods of up to three months at a time. There was evidence communication with the family and other health professional ensures the residents needs can be met by the care home.

The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 8 & 10 Residents health care is taken seriously and needs are closely monitored ensuring health issues are met. Support is provided in a sensitive and noninvasive manner EVIDENCE: Records examined indicated there is recognition of the need to ensure personal care and support is provided in a sensitive manner at all times, for the privacy and dignity of residents. One resident said, “There is always a knock on the door before anyone comes in”. Records of the residents were examined and they contained the information required in relation to healthcare ensuring all needs are being met and maintained for their well being. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12, & 13 There is an informal approach to daily living, which encourages residents to make their own informed choices in their day to day lifestyles. Residents are encouraged to retain contact with family and friends beyond the home, and to be active in the wider community for their own personal development. EVIDENCE: There is a flexible approach to daily living and activities. One resident said they were going on holiday with friends in the near future. Another resident said they enjoy going out on regular trips. Two residents spoken to, use community facilities regularly. The homeowner encourages visitors to the home at any time to make sure residents retain contacts beyond the care home. The homeowner said, “I know what residents like and don’t like, and so can help them do the things they like”. JUDGEMENT – we looked at outcomes for standard(s) 19, 20, 23 The home provides a safe and comfortable environment in which to live. EVIDENCE: There is an ongoing programme of redecoration throughout the care home to ensure residents live in a comfortable environment. Residents rooms provide additional facilities including bathing facilities in two of the rooms. Tea making facilities and personal fridges for the storage of residents own food are also in two of the rooms. Residents spoken to said they like to have the choice to purchase their own “bits and pieces” if they choose to. There is a rear garden area, which is not overlooked and accessible to all. Residents use this facility frequently during the summer months and said they like to eat outdoors whenever possible. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31, 33, & 38 The home is managed to ensure all personal needs are met. There is a flexible approach in the day to day management of the home to ensure choices are always available to residents living there. The health and safety of residents is protected. The home would benefit from a quality assurance review in order to ensure the stated aims and objectives of the home are being met. EVIDENCE: The homeowner ensures there is consultation with residents at all times to make sure their individual needs are being met and that their welfare is not compromised. There are no additional staff employed at the care home, and residents spoken to said how they liked the way they live as part of the family. The home would benefit from an annual quality review measured against the homes stated aims and objectives, in order to ensure they are being met, or to identify any changes necessary in the running of the home.
