The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

Observation and discussion with Service Users at the announced inspection visit confirmed that the standard of personal care provided was delivered to a high standard. It was observed that staff respect Service Users dignity and privacy, and have a good rapport with Service Users. Thorough recruitment system Staff training is ongoing at the home. The standard of the environment within the home is good providing Service Users with an attractive and homely place to live. The large garden areas are attractive and well maintained.

What has improved since the last inspection?

The home continues to maintain and provide a good standard of service. Further bedrooms have been re-decorated and new carpets laid. The home has been approved and achieved an `Investors in People` award. A new Service User Plan system is in the process of being implemented. An appropriate medication trolley for the administration of medicines has been purchased.

To admit one (1) Service User to the home with Learning Disabilities whose date of birth is 09.06.45? 15th August 2005 Date of last inspection Brief Description of the Service: Redcot Lodge is a large detached house, located in a residential area of Cliftonville. The accommodation is on two floors and comprises of fourteen single bedrooms and two double bedrooms. All of the rooms have a call bell, and television point and the majority of Service User’s have their own telephone line. There is a shaft lift to the first floor for those Service Users unable to manage the stairs. The home is located in a residential area with local facilities close by. There is a garden to the rear of the house. Car Parking facilities are available within the grounds together with on street parking being available to the front and side of the home. According to its aims and objectives the home provides long-term care/accommodation in comfortable surroundings – an environment in which individuality, independence and choice are important. The inspection visit was unannounced and carried out on Wednesday 08 February 2006 between 11.15 and 13.15. During the inspection the Inspector spoke mainly with one of the Registered Persons, and the Registered Manager, to check on compliance with the requirements and recommendations made in the announced inspection report dated 15 August 2005. Some records were seen together with some areas of the home. The majority of the key standards were inspected at this inspection visit. The atmosphere of the home was welcoming, calm and relaxed, and the home was clean and orderly at the time of the inspection visit. A good rapport between Service Users and staff was seen. The home continues to show commitment towards meeting the National Minimum Standards and Regulations. What the service does well: What has improved since the last inspection? Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1,3,6 The homes Statement of Purpose and Service User Guide provide Service Users and prospective Service Users with the information they need to make a decision about moving into the home. Service Users move into the home knowing that their needs can be met and that their independence will be maximised and promoted. It is not the general policy of the home to admit Service Users on a short-term basis, and this standard was judged as not applicable at this inspection visit. EVIDENCE: Standards 1 and 3 were judged as standard met, Standard 6 was judged as not applicable at the announced inspection visit dated 15 August 2005. These standards were not inspected at this inspection visit, and the information below refers to the judgement made at the announced inspection visit. Redcot Lodge DS0000050747.V280756.R01.S.doc Version 5.1 Page 9 The Registered Manager reported that the Statement of Purpose and Service User Guide were currently being reviewed, as changes had taken place in relation to staffing at the home, and the relevant pages needed amendment. Completed assessment documentation has been seen at previous inspection visits, and it was confirmed that usually a care managers assessment is obtained prior to admission. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9,10 The care planning regulations. system contained all components required by the The health needs of Service Users are mainly well met. The systems for medication administration are good with clear and comprehensive arrangements being in place to ensure Service Users medication needs are met. Personal care is offered in a way to protect Service Users privacy and dignity and promote independence. EVIDENCE: Standards 9 and 10 were judged as standard met, and Standards 7 and 8 were nearly met at the announced inspection visit dated 015 August 2005. Standards 9 and 10 were not inspected at this inspection visit, and Standards 7 and 8 were not fully inspected, however some information was obtained. Redcot Lodge DS0000050747.V280756.R01.S.doc Version 5.1 Page 11 Since the announced inspection visit, the home has purchased a new service user plan system, and this is currently being implemented. The Inspector was able to see one Service User Plan that was nearly completed, and discussion to place about the system to be implemented. It was agreed that no judgement would be made in relation to Standard 7 at this visit, and the Inspector would see the Service User Plans at the next visit, when the system had been in use for some months. The new system seen contained all components as required by regulation. Medication records seen at the announced inspection visit were appropriately signed and up to date. Medication storage was discussed at the announced inspection visit, and the Management agreed to provide a more suitable medication storage facility as soon as possible. At this inspection visit the Inspector was shown the newly purchased appropriate medication trolley. All Service Users chatted with at the announced inspection visit spoke highly of the staff, and confirmed that the staff treated them with respect, and that their dignity and privacy was respected. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,14,15 Service Users indicated that the lifestyle they experience in the home met their expectations. Service Users are able to maintain contact with family and friends together with access to the local community as they wish Service Users are enabled to exercise choice and control over their lives The meals in the home are good offering both choice and variety, and catering for special diets EVIDENCE: Standards 12,13 and 14 were judged as standard met, and Standard 15 was nearly met at the announced inspection visit dated 015 August 2005. These standards were not inspected at this inspection visit, and the information below refers to the judgement made at the announced inspection visit, except for Standard 15 that was again judged as nearly met at this inspection visit. Redcot Lodge DS0000050747.V280756.R01.S.doc Version 5.1 Page 13 It was seen that lifestyle at the home was relaxed and that Service Users were able, so far as is possible to carry on their lifestyle expectations. Visitors were seen around the home during the time of the inspection visit, and Service Users talked about family and friends that visited them at the home. It was seen from the accompanied tour of the home during the announced inspection visit and talking to Service Users that choices in relation to for example whether they spend their time in their bedroom or in the communal areas, whether they join in activities, whether they spend time in the lovely garden areas. The food records were seen again at this visit and discussion took place in relation to these needing to be more comprehensive for example a record of who had what sweet. It was also seen that on some days there was no record of the teatime meal. The Registered Person and Registered Manager agreed to address this issue. On the whole Service Users at the announced inspection visit confirmed that the meals were good at the home and had no complaints. JUDGEMENT – we looked at outcomes for the following standard(s): 16,18 The home has a satisfactory complaints system with evidence that Service Users feel that their views are listened to and acted upon. Management confirmed knowledge and understanding of Adult Protection issues that protects Service Users from abuse. EVIDENCE: Standard 16 was judged as standard met at the announced inspection visit dated 015 August 2005. This standard was not inspected at this inspection visit, and the information below refers to the judgement made at the announced inspection visit. The complaints procedure for the home was seen, and the complaints book was viewed. Complaints are appropriately entered together with the action taken. The Registered Person confirmed that there had been no complaints made to the home since the announced inspection visit. The home has the required policies in relation to the Protection of Vulnerable Adults, and the Inspector was told that five members of staff have undertaken training in relation to the Protection of Vulnerable Adults. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19,20,21,22,23,24,25,26 The standard of the environment within the home is good providing Service Users with an attractive and homely place to live. The large garden areas are attractive and well maintained. The home was clean and pleasant at the time of the inspection visit. EVIDENCE: Standards 19 to 26 were judged as standard met, at the announced inspection visit dated 015 August 2005. These standards were not inspected at this inspection visit, and the information below refers to the judgement made at the announced inspection visit. Redcot Lodge DS0000050747.V280756.R01.S.doc Version 5.1 Page 16 The premises are presented to a good domestic standard. On the outside the fabric of the property looks to be in good order. On the inside most areas are well decorated, comfortably furnished and clean. The dining room on the days of the inspection was well presented with matching tableware and fresh flowers. At this visit the dining room was decorated for the Chinese New Year. An accompanied tour of the premises was made at the announced inspection visit and Service Users spoken with confirmed that their bedrooms were comfortable and suitable to meet their needs. One Service User who has informed Management that they would like to change bedrooms will in due course be offered a transfer. It was seen that the bedrooms are well appointed and all contained personal possessions of the Service Users. Re-decoration within the home is ongoing. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27,29,30 Staff are multi-skilled ensuring good quality care and support, and staff morale is good resulting in a workforce that works positively with Service Users. Staffing numbers are sufficient for most of the time to meet the needs of the current group of Service Users, however it was found that at occasionally the home had insufficient staff on duty to meet the needs of Service Users. The home uses a thorough recruitment system that ensures that Service Users are supported and protected. EVIDENCE: Standards 29 and 30 were judged as standard met, and Standard 27 was nearly met at the announced inspection visit dated 015 August 2005. Standards 29 and 30 were not inspected at this inspection visit, and the information below refers to the judgement made at the announced inspection visit, except for Standard 27 that was judged as standard met at this inspection visit. The staffing rota was seen at this inspection visit, and from this record and discussion with the Registered Manager it was indicated that there are sufficient staff on duty at all times to meet the needs of the current group of Service Users. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,32,33,35,36,37,38 Service Users benefit from a well run home, and on the whole the health, safety and welfare of service users and staff are promoted and protected. EVIDENCE: Standards 31,32,33,35,36,37 and 38 were judged as standard met at the announced inspection visit dated 015 August 2005. These standards were not inspected at this inspection visit, and the information below refers to the judgement made at the announced inspection visit. Members of staff told the Inspector that the Registered Person and Registered Manager are supportive and easy to approach. People said that there is indeed an open atmosphere in the home so that views can be expressed without it being made to feel uncomfortable. Redcot Lodge DS0000050747.V280756.R01.S.doc Version 5.1 Page 20 The Registered Manager said that it is mainly Service User’s relatives that handle monies belonging to Service User’s if they are unable to manage themselves. Service Users personal allowance monies records were seen, and it was indicated that these were accurately recorded and up to date. Discussion took place in relation to the storage of these records. Staff confirmed that formal supervision arrangements are in place and written records were seen to support compliance with this standard. In general the various records reviewed by the Inspector were orderly and mainly up to date. It was seen that records are stored securely when not in use, and are available and accessible by Service User’s should they wish to see them. It was seen in the pre-inspection questionnaire information provided by the home that maintenance certification is up to date as required. Staff training is ongoing at the home, and information provided indicates that courses undertaken this year include Health and Safety, First Aid, Medication, Adult Protection, Fire Safety, Challenging Behaviour and Food Hygiene.
