The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

This is a very well managed service with a committed and well-trained staff team who provide a warm and caring environment for the people who live in the home, the vast majority of whom are clearly very happy. Residents, relatives and health care professionals who responded to the pre inspection survey praised the quality of care and the professionalism and warmth of the staff and management. The building and grounds are safe, well maintained, accessible and homely and the home is managed with the best interests of residents in mind, taking account of their views and wishes.

What has improved since the last inspection?

The safety of people who live in the home is being further promoted by the inclusion of environmental risk assessments within the care plan, which are reviewed and updated regularly to reflect any changes.

What the care home could do better:

The registered person must supply a report in respect of any review of the quality of care and make a copy of the report available to service users. The registered person must ensure that all staff who handle food have received adequate training in basic food hygiene.

Care of one service user with EMI needs is restricted to one person whose date of birth is 05/05/06 11th May 2005 Date of last inspection Brief Description of the Service: Rockdale House is run by the Rockdale Housing Association which was set up over fifty years ago with the aim of providing housing and care for older people in Sevenoaks. Within the grounds of Rockdale House there are 123 fully selfcontained flats for older people as well as the main house itself. Rockdale House provides accommodation, care and associated amenities for up to thirtyfour older people. The home has adopted a fair housing policy, and all applicants will be treated equally regardless of race, nationality, religion or sex. Rockdale House is a registered residential care home providing accommodation in 31 bed-sitting rooms for permanent residents and one short-stay room. Rockdale House is situated close to the centre of Sevenoaks and service users are easily able to access shops and local facilities. Planning is well underway by the Rockdale Housing Association to replace the existing home with a purpose built home within the existing grounds. This inspection was announced and was carried out on 1 December 2005 by one inspector who was in the home between 09.30 and 13.00. 30 responses to surveys were received from a number of residents, relatives and health care professionals prior to the inspection, all of which were positive. During the inspection 5 service users and 3 members of staff were spoken with, other staff and service users were seen around the home. The inspector was appreciative of the assistance given by the manager of the home through the entire inspection process. What the service does well: What has improved since the last inspection? No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were inspected earlier in the year at which time they were found to have been met, the judgement at that time was that people who are thinking about coming to live in the home are able to make an informed choice as to whether their needs will be met. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 & 11 People who live in the home are protected from harm and are cared for with competence and sensitivity in all circumstances. EVIDENCE: People who live in the home are protected from harm through good risk management systems which include environmental risk assessments which are incorporated into care plans and are reviewed and updated as needs change. It is the policy of the home to care for people who live there until death wherever possible, staff have received training in death and dying and support is available for relatives, friends and staff as appropriate through staff and management who are trained in bereavement and loss. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were inspected earlier in the year at which time they were found to have been met, the judgement at that time was that daily life in the home provides variety and choice for the people who live there. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20, 22 & 23 People who live in the home enjoy a comfortable and safe environment, which promotes their privacy and independence. EVIDENCE: People who live in the home are able to enjoy a variety of communal rooms including a choice of lounges, a dining room and a room where visitors can be met in private, all these areas are well lit and furnished to a good standard with the comfort of residents in mind. There are lovely grounds with a seating area designed to meet the needs of any resident who wishes to use it. People who live in the home can be confident that the design of the home is suitable to meet their needs, a report from an occupational therapist has been obtained which commends the home on it’s facilities. All areas of the home are easily accessible through the provision of ramps and a passenger lift, grab rails and other aids are also fitted wherever necessary to assist residents to move Rockdale House DS0000024001.V255833.R01.S.doc Version 5.0 Page 12 around the home independently and specialist advice has been sought and acted on to make the home user friendly for people with a visual impairment. People who move into the home are encouraged to personalise their rooms and to bring their own pieces of furniture into their bedrooms if they wish to help them to settle in. All residents have their own private bedrooms and areas of the home are well lit and furnished. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27 - 30 People who live in the home are supported and cared for by a dedicated, enthusiastic and well-trained staff team. EVIDENCE: People who live in the home are supported by a caring, committed and enthusiastic staff team. Comments received from relatives, healthcare professionals and residents were very complimentary. Staff were said to be ‘patient, kind, helpful and sympathetic’, ‘ all the staff are lovely people’, ‘residents are given respect and courtesy at all times by staff’, ‘ we have always found staff to be very friendly and caring’ to quote but a few. There are sufficient staff on duty at all times to provide all necessary care to the people who live in the home in line with Department of Health guidelines. Residents can be confident that staff are well trained to provide care and the commitment to training and support and encouragement given to staff who undertake national vocational training is impressive. People who live in the home are protected through sound recruitment and thorough selection procedures, thorough background checks on applicants are undertaken which include the taking up of 2 written references and carrying out criminal records bureau checks, staff files which were examined which were in good order. Staff who were interviewed during the inspection confirmed that they had received a copy of the General Social Care Council’s code of contact and a statement of terms and conditions. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33 - 38 The people living at the home are protected by the effective systems in place, however, there is some risk with regard to the handling of food due to lack of training for some staff. EVIDENCE: Comments received from relatives, health care professionals and people living in the home both during and prior to the inspection praised the home for the quality of care that is provided. There are effective quality assurance and quality monitoring systems, which include regular visits to the home by committee members who consult with service users and report back to the management of the home and to the commission on their findings. The views of people who live in the home are also sought trough regular day to day contact and formal residents meetings. Four health care professional who have regular contact with the home responded to the survey carried out prior to the inspection with very positive feedback as follows: ‘ all the people who I have Rockdale House DS0000024001.V255833.R01.S.doc Version 5.0 Page 16 known to move to Rockdale House have been very happy’, ‘the atmosphere is always warm and friendly and the home delivers a high standard of care’, ‘the philosophy of care at Rockdale is commendable and senior staff liaise with our service effectively.’ The home does not currently produce a report which people who live in the home and others can read and which can be submitted to the commission in line with regulations which summarises quality reviews that are carried out in the home, discussion took place with the manager and senior staff on how the home can achieve this in the future. People who visit and work in the home as well as the people who live there are protected by adequate insurance cover and all indications during the inspection are that the best interests of service users are being served and their security protected. Where the home has involvement in resident’s finances they are protected through effective systems with good records maintained of all transactions carried out on their behalf, records seen were well kept, up to date and accurate. People who live in the home benefit from systems which ensure that all staff are well supervised through one to one contact and as a group via regular staff meetings. The interests and privacy of service users is promoted through the efficient maintenance of records in line with relevant regulations and standards. The health, safety and welfare of residents is promoted through safe working practices including training staff in moving and handling, fire safety, first aid and infection control. All kitchen staff are trained in basic food hygiene however not all care staff who handle food have received this training and the manager agreed to address this as soon as possible. People who live in the home are protected through effective systems which ensure that all equipment and installations are safe, safety certificates seen were up to date and there are risk management systems in place which cover all aspects of the management of the home.
