What the care home does well

This is a very well managed service with a committed and stable staff team who provide a warm and caring environment for service users, the vast majority of whom are clearly very happy to be living there.

What has improved since the last inspection?

Care plans have been revised to ensure that any specialist needs of service users are included.

What the care home could do better:

Environmental risk assessments must be included within the care plan to ensure that they are reviewed and updated regularly to reflect service users` needs whenever changes occur.

Care of one service user with EMI needs is restricted to one person whose date of birth is 05/05/06 Date of last inspection 29 November 2004 Brief Description of the Service: Rockdale House is run by the Rockdale Housing Association which was set up over fifty years ago with the aim of providing housing and care for older people in Sevenoaks. Within the grounds of Rockdale House there are 123 fully selfcontained flats for older people as well as the main house itself. Rockdale House provides accommodation, care and associated amenities for up to thirtyfour older people. The home has adopted a fair housing policy, and all applicants will be treated equally regardless of race, nationality, religion or sex.Rockdale House is a registered residential care home providing accommodation in 31 bed-sitting rooms for permanent residents and one short-stay room.Rockdale House is situated close to the centre of Sevenoaks and service users are easily able to access shops and local facilities.Planning is well underway by the Rockdale Housing Association to replace the existing home with a purpose built home within the existing grounds. This inspection was unannounced and was carried out by one inspector who was in the home between 10.00 and 14.00, the Manager was present for most of the inspection. The purpose of the inspection was to assess progress made toward meeting the requirements from the previous inspection and to spend time with service users. During the inspection 6 service users and 2 members of staff were spoken to, other staff and service users were seen around the home. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1-5 Service users are able to make an informed choice as to whether their needs will be met in this home. EVIDENCE: There is an informative information pack which contains a statement of purpose and service users guide that inform prospective service users about life in the home. A service user who had recently moved into the home and a relative confirmed that they had received the information they required to make an informed choice about the home. A thorough pre admission assessment is carried out to enable the manager to make a judgement as to whether the home is suitable for and can meet the needs of prospective service users. Arrangements are made for trial visits to enable service users to experience what life is like and to meet staff and other service users in the home before making a decision to move in. Where service users require additional, specialist support the manager ensures that this is provided. A written contract is supplied to each service user. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7-10 The home provides a warm and caring environment where service users health and personal care needs are met. However failure to identify risks could place service users at risk of harm. EVIDENCE: Staff confirmed that care plans contain sufficient information to enable them to meet the needs of service users. All service users spoken to expressed their satisfaction with the care they receive and praised staff for the way in which they carry out their duties. When asked about how they felt about the care in the home phrases such as: ‘I can’t fault it’ and ‘the girls always come when I need them’ were used. Service users knew about their care plans and told the inspector how their keyworkers talk it through with them regularly. Service users also said that arrangements are made for them to see the chiropodist, doctors and other health care professionals when they need to. Those who need it are helped with their medication by trained staff and are protected by the homes’ policies and procedures for the storage and administration of medication. All the service users spoken to confirmed that their privacy is respected and that staff knock on doors before entering, many service users prefer not to lock their doors and are happy with this arrangement. In one bedroom, the overbed light was not plugged in which may increase the risk of a fall when the service user got up in the dark during the night. This led to an examination of the individual care plan and risk assessments. Environmental risk assessments were carried out in December 2004 but had not been incorporated into care plans and were therefore not being reviewed and updated. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12-15 Daily life in the home provides variety and choice for service users. EVIDENCE: All service users spoken to confirmed that they may choose how they wish to live their lives within the home. They spoke of the variety of activities which are on offer such as art, poetry, video club, music and exercise which they may choose to take part in if they wish. The home forms part of a wider community which also has a variety of social opportunities for service users to be involved with. A relative confirmed that the home is always welcoming to visitors and that staff and management are helpful. All service users felt that they were able to make their own decisions and were consulted regularly about any changes. Service users were unanimous in their praise for the food and for the chef who asks them each morning what they would like to choose from the days menu. A recent survey had been carried out about meals which had resulted in new dishes being served at the request of service users. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16-18 Service users can feel protected, listened to and their rights will be upheld EVIDENCE: Service users spoken to on the subject of complaints said, “There is nothing to complain about here”. However they knew who to talk to if they were unhappy about anything and were confident that it would be dealt with. There is a clear complaints procedure, which service users, or anyone may use if they wish. Staff assisted the service users in the recent election to access postal votes if they chose to. Service users are protected from any kind of abuse by clear policies and procedures, all staff are checked via the criminal records bureau prior to appointment and specific training about adult abuse is provided. Service users live in a safe, well-maintained environment. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19, 21 & 24-26 The home provides a safe, comfortable and homely environment for service users. EVIDENCE: The location of the home is very convenient for service users who are able to walk into the town centre. All areas of the home are accessible to service users with a lift between floors. A warm and comfortable environment is created by regular maintenance and decoration. Service users particularly enjoy the wellkept grounds. Service users are protected by fire safety systems approved by the local fire service and facilities which are approved by the environmental health department. There are a variety of communal rooms which service users may choose to use, these are bright, airy and well furnished. Call bells are located in bedrooms and other areas for service users to summon assistance when needed, bedrooms are all single and are adequately furnished. Service users are able to bring their own possessions into the home including items of furniture if they wish. Service users commented on the cleanliness of the home and carpets and curtains were being steam cleaned during the inspection. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. JUDGEMENT – we looked at outcomes for standard(s) These standards were not inspected on this occasion however service users made comments such as; ‘staff are lovely’ and ‘it’s the staff that make it’. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for standard(s) 31 &32 The good management of this home enhances Service users quality of life. EVIDENCE: The manager is well qualified and competent to ensure that the home is run well for the service users and there are clear lines of accountability ensuring good communication. The manager is accountable to management committee who also communicate directly with service users to ascertain their views about the running of the home. Staff, visitors and service users confirmed that the management are approachable and that the atmosphere in the home is very good. Service users benefit from the high morale of staff which is promoted by good management practice.
