Conditions of registration: Date of last inspection 16th June 2005 Brief Description of the Service: Rosedale / Rosewood is owned and operated by Community Integrated Care (CIC) and is registered to provide care and accommodation for up to 6 people under the age of 65 with learning disabilities. It is a modern purpose built bungalow, which provides single rooms for all residents, each bedroom has its own wash hand basin . The home is divided into two units, each with three bedrooms, kitchen, lounge, dining room and toilet with bathing facilities. The home has a good sized garden to the rear and is situated close to bus routes which allow easy access to the town centre of Hartlepool. This is an overview of what the inspector found during the inspection. The inspection was unannounced and took 2.5 hours. The homes representative on the day was Ms. Ada Mary Ali the registered manager. The care of three people was looked into in detail including inspection of care plans and meeting the people. EVIDENCE: Though people had lived at the home for a long time the information recorded in files with regard to assessment was comprehensive and personalised. Transition documents which came with people when they moved in were clear and gave a picture of how people would like their needs to be met. EVIDENCE: There were sufficient staff on duty at the time of the inspection who were observed to work well with the people living at the home. The staff have a rolling programme of training and a record was kept of what training staff needed. JUDGEMENT – we looked at outcomes for the following standard(s): 37 39 and 42 Though people could be assured the home was well run in the interests of the people who lived there, some enhancements to fire safety equipment and practices would ensure things were safer for people. EVIDENCE: The manager has commenced the NVQ 4 and hopes to complete by December. A recent fire inspection from a contractor recommended improvements to the fire alarm system were necessary and safe door holding devices are necessary in the home to meet the needs of the people living there and their expectations. Though the home has a quality assurance tool in place to check they are providing a good service this information is not reported on for each individual home but rather is presented as a performance measure of the whole company. In order to make this performance information available to stakeholders in the home as a representation of the home’s performance this information needs to be collated and presented on an individual home basis.
