Conditions of registration: Date of last inspection 25th October 2005 Brief Description of the Service: Rosedale / Rosewood is owned and operated by Community Integrated Care (CIC) and is registered to provide care and accommodation for up to 6 people under the age of 65 with learning disabilities. It is a modern purpose built bungalow, which provides single rooms for all residents, each bedroom has its own wash hand basin. The home is divided into two units, each with three bedrooms, kitchen, lounge, dining room and toilet with bathing facilities. The home has a good sized garden to the rear and is situated close to bus routes which allow easy access to the town centre of Hartlepool. There are also a range of shops near to the home which sell more convenience items. Fees at the time of inspection were £1088.00. This is an overview of what the inspector found during the inspection. The provider gave information to the Commission for Social Care Inspection before a site visit, which was unannounced and lasted 4 hours. This visit included speaking to people who live in the home and watching how staff treated them. During the site visit records were inspected including care plans and health and safety records. The home manager and staff were spoken to about care in the home. There was a tour of the building. What the service does well: What has improved since the last inspection? Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 2 and 5. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. People had their needs assessed before making a decision to move into the home. EVIDENCE: All files inspected had assessments, as well as evidence of review and revision as people’s needs changed. People had contracts or statements of terms and conditions. These needed some revision to make explicit how care was funded. Though contracts were clear about service user contribution the balance was said to come from “other sources.” These sources should be identified so people can be clear about how their fees are structured and paid. The Commission considers Standards 6, 7 and 9 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 6, 7 and 9. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. People could make choices and their lifestyle reflected their preference and expectation. EVIDENCE: Care planning was good and included risk assessment and risk management. People had their likes and dislikes recorded. Plans were individualised. Staff could demonstrate what food people liked to eat. Bedrooms were personalised and reflected individual taste and preference. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 15, 16 and 17. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. People had things to do to occupy their time and give them a lifestyle involving things they liked to do. EVIDENCE: Care plans included evidence that people attended day services. As well as this there were individual plans for one to one activities such as personal shopping. People also went out as a group for meals or to visit interesting places like the marina. People liked the food and the staff knew what people liked to eat One person said their favourite was “pasta,” another liked, “chips,” the best. People seemed happy and the staff knew what things people liked. One person said they liked “disco” and had music equipment in their room. All rooms had personal entertainment equipment as well as communal facilities.

The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 18, 19 and 20. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. People had their health care needs met in a planned way with respect for their dignity. EVIDENCE: Plans included details of likes and dislikes. There was evidence of professional input from both primary and secondary health teams, dentistry, speech therapy, day care, hydrotherapy. Medication was stored and recorded safely and staff had received training in medication. Staff were seen to be courteous and polite, treating people with dignity and respect. The Commission considers Standards 22, and 23 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 22 and 23. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. People were protected from abuse by the homes policies, recruitment and training processes. EVIDENCE: There was a user friendly complaints procedure available for service users telling them how to complain. Policies and procedures were in place to protect people from potential abuse and staff had received training. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 24 and 30. Quality in this outcome area is adequate. This judgement has been made using available evidence including a visit to this service. People lived in a clean and comfortable home though work was needed to improve safety in case of fire and ensure electrical hard wiring was safe. EVIDENCE: The home was clean and tidy. People’s rooms were personalised. There was a landlords gas safety certificate and electrical hard wiring certificate. However the hard wiring certificate had identified works necessary and there was no evidence this work had been completed. This was necessary for the installation to be judged satisfactory. Also the fire alarm system had previously been identified as needing upgrade and despite the Commission requiring that this work be completed it had not been done. There was a fire alarm system but it was not up to preferred fire safety standards. Communal bathrooms would benefit from liquid soap and paper towels to promote infection control.

Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 32, 34 and 35. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Staff were deployed in sufficient number, and with sufficient skill to meet people’s needs. EVIDENCE: Staff were checked against Criminal Record Bureau and Protection of Vulnerable adult lists before they were employed. 75 of staff had NVQ level 2 or above and more were training to this level. Staffing hours exceeded those recommended by the residential forum on staffing. The company was committed to training. Training in the last year including induction, foundation, moving and handling, first aid, food hygiene, challenging behaviour, no secrets, positive communications, person centred planning, aging and Learning Disability, moving and handling facilitators course, fire safety, bereavement and loss, risk assessment, stress recognition, NVQ. With much training planned for coming year including first aid 4 day course, fire train the trainer, induction bereavement and loss, risk assessment, COSHH, manual handling, health and safety, fire safety.

Service users benefit from the ethos, leadership and management approach of the home. Service users are confident their views underpin all self-monitoring, review and development by the home. Service users’ rights and best interests are safeguarded by the home’s policies and procedures. Service users benefit from competent and accountable management of the service. The Commission considers Standards 37, 39, and 42 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 37, 39 and 42. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home was well managed in the interests of the service users. EVIDENCE: The manager had the registered Managers Award and was due to start the NVQ 4 in Care. There was a landlords gas safety certificate, adequate insurance, checks on fire safety equipment and a fire risk assessment. An upgrade to the fire alarm system had been identified as necessary. The manager said money had been allocated from the new financial year budget to complete the work. Fire alarms were tested weekly and fire training refreshers were completed 3 monthly. Procedures were in place for managing risks from legionella. Portable Appliances were tested to make sure they were safe annually. Service user finances were kept in a safe way, recorded well and

These reports do not reflect service user views for each home but rather give an overview for CIC as a whole. Efforts are needed to do this feedback to service users for individual homes rather than for the company as a whole. Yes STATUTORY REQUIREMENTS This section sets out the actions, which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards. The Registered Provider(s) must comply with the given timescales. No. 1. Standard YA42 Regulation 23 (4) Requirement The provider must consult with the fire officer and make improvements to the fire alarm system to bring up to fire regulation standards. (Previous timescale of 31st December 2005 had not been met.) The provider must complete those matters needing attention as identified on the hard wiring certificate and retain evidence of this to confirm the electrical installation is satisfactory. The home should collate the information gained from quality assurance on an individual home basis so they can feed back to interested stakeholders how the home performs.
