Date of last inspection 2nd August 2005 Brief Description of the Service: Rosewood Lodge is a care home providing personal care and accommodation for 19 older people. It was first registered in 1995. The home is situated in a residential area in the London Borough of Redbridge, overlooking a park. It is in within easy reach of the town centre and other local facilities, such as small shops, pubs, a post office and other amenities. All bedrooms are situated on the ground and first floors, which are served by a lift and stairs. There are three lounges and a separate dining area downstairs plus a garden, for the service users enjoyment. All the bedrooms occupied by service users are single and four have en-suite facilities. Various in-house activities are provided, such as exercise class, art and craft, animal shows, floor basket ball, bingo and outings, including cinema trips, pub lunches, walks in the park, theatre trips, shopping and weekly visits to church. The service users are able to have their meals flexibly, or in their rooms if they are unwell. A hairdresser visits the home weekly, as well as a reflexologist and a manicurist. Staff showed a caring and sensitive attitude towards the service users, which was confirmed by the service users spoken to on the day of the inspection. This is an overview of what the inspector found during the inspection. This was the second statutory inspection visit in the inspection programme for 2005/06. Over the course of the two visits, all core standards have now been assessed. During the inspection, the inspector spoke to a large number of residents, who were seated around in the lounges after lunch. The inspector also spoke to one newly recruited staff member and a senior person and observed a handover. A variety of records, including care plans for 3 new service users as well as staff files were looked at. What the service does well:
Residents feel at home and relaxed at Rosewood Lodge because the staff pay close attention to meeting their needs. Residents said that they enjoy living at Rosewood Lodge and were very happy with the quality of care they were getting. Daily records show how residents’ needs are being met. The residents said that they liked the food they were served everyday and they were consulted about the menus. They also said that they were informed about issues affecting the home through residents meetings and individual consultations. Residents said that they felt able to talk to the manager and the staff if they had any concerns or worries. All necessary health care services are accessed for the residents in order to meet their assessed and specialist needs. A weekly programme of activities is posted on the notice board and many residents were observed enjoying an art session in the afternoon, whilst others were pursing their own activities such as reading, knitting, reading or watching T.V. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. However evidence from the last inspection was that when people move into the home, the manager works out what they want and need, so that the home is sure it can met these wishes and needs. This enables residents to be confident that Rosewood Lodge is an appropriate home for them. Residents and their representatives are invited to visit the home, so that they know the home they enter will have the knowledge to meet their needs. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were not tested on this visit. However evidence from the last inspection was that Residents benefit from the close attention paid by staff at Rosewood to meeting their health needs. The individual plans of care for each resident reflect the needs and wishes of the residents themselves. The medication policy and procedure is followed by staff and none of the residents are responsible for their own medication. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were not tested on this visit. However evidence from the last inspection was that social activities and meals are both well managed, creative and provide daily variation and interest for the residents living in the home. Rosewood Lodge is particularly good at being able to meet the cultural and religious needs of people from various ethnic backgrounds. Residents have nice, well-balanced meals in comfortable surrounding with their individual preferences catered for. EVIDENCE: The above standards were not specifically tested on this visit, as there were no outstanding requirements in relation to these standards. At the time of the last inspection, all of the outcome standards were assessed as met. The inspector spoke to several residents at the time of inspection. They confirmed that a variety of activities are arranged and they are free to choose if they wish to participate. At the time of inspection many residents were participating in an art session where as others were enjoying reading, watching TV, knitting or enjoying an afternoon nap. The atmosphere was quite relaxed and jovial.

The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were not tested on this visit. However evidence from the last inspection was that the home works hard at sorting out problems before they become complaints and makes sure that residents and relatives feel confident that their complaints and concerns will be listened to and acted upon. Staff in the home confirmed that they have received training in Adult Protection/abuse awareness, to ensure a proper response for reporting any suspected or witnessed abuse. EVIDENCE: The above standards were not specifically tested on this visit, as there were no outstanding requirements in relation to these standards. At the time of the last inspection, all of the outcome standards were assessed as met. The inspector saw the complaints book and noted that the manager and staff deal with complaints as soon as they arise keeping residents/relatives etc informed of the outcome as soon as possible after investigation. On the day of inspection a review was taking place regarding one resident whose family had requested a review. This shows that residents’ and relatives wishes are complied with by the manager. However evidence from the last inspection was that the standard of the environment within the home is good, providing residents with a clean, attractive, safe and comfortable place in which to live. Specialist equipment is obtained for residents who require it. The home is clean, pleasant and hygienic. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were not tested on this visit. However evidence from the last inspection was that residents benefit from a committed and experienced team of staff at the home, who have the skills and training to meet their needs. Residents are protected by the home’s recruitment policy and practices. Staffing levels are satisfactory and there are sufficient staff on duty to meet the individual assessed needs of the service users. EVIDENCE: The above standards were not specifically tested on this visit, as there were no outstanding requirements in relation to these standards. At the time of the last inspection, all of the outcome standards were assessed as met. At the time of inspection, the inspector spoke to one new member of staff who confirmed that she is receiving induction training, outlining the training areas covered. She also stated that she receives sufficient support from the manager as well as the staff team to enable her to carry out her duties effectively. The staff member confirmed that she has done training in essential areas such as health and safety and manual handling. The manager stated that the induction booklet is now being used in order to ensure that the member of staff under takes all the relevant training. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 35 The registered person ensures that residents’ finances are handled appropriately and safeguarded. EVIDENCE: The inspector was informed that most of the residents finances are handled by their family members and the manager handles residents’ personal allowances. An examination of monies held in the residents’ personal tins was carried out randomly. The manager keeps a clear record of all monies received and expenditures providing receipts for all purchases. One of the tins did not accurately reflect the above, however this was rectified as an accounting error which was resolved during the inspection. The manager and staff work together to achieve high standards for the home. Feedback from residents was positive about the way in which the home is run.
