Rosewood Lodge is a care home providing personal care and accommodation for 19 older people. It was first registered in 1995. The home is situated in a residential area in the London Borough of Redbridge, overlooking a park. It is within easy reach of the town centre and other local facilities, such as small shops, pubs, a post office and other amenities. All bedrooms are situated on the ground and first floors, which are served by a lift and stairs. There are three lounges and a separate dining areaAnnual Service Review 32009downstairs plus a garden, for the residents enjoyment. All the bedrooms occupied by the residents are single and two have en-suite facilities. Various in-house activities are provided, such as exercise class, art and craft, floor basket ball, bingo and outings, including cinema trips, pub lunches, walks in the park, theatre trips, shopping and weekly visits to church. The residents are able to have their meals flexibly, or in their rooms if they are unwell. A hairdresser visits the home weekly, as well as a reflexologist and a manicurist. Staff showed a caring and sensitive attitude towards the residents, which was confirmed by the residents spoken to on the day of the inspection. The Statement of Purpose and the Service User Guide are issued to every prospective resident and both of these documents are displayed in the entrance hall of the home. A copy of the most recent inspection report is also available. A resident or relative/representative could ask for his or her own copy, which the manager would make available. The quality rating for this service is excellent. This means that people who use the service experience excellent quality outcomes. This rating was made at the last key unannounced inspection at the home in March 2009. We looked at all the information that we have received since the last key inspection. This included: The Annual quality Assurance Assessment (AQAA) which was completed and sent to us by the manager. This is a self-assessment process, which all providers are required to complete once a year. It focuses on how well outcomes are being met for people using the service. It also provides us with some statistical information about the service. What the manager has told us about things that have happened in the service, these are called notifications of events and these are a legal requirement. Information about how the service has managed any complaints and safeguarding issues since the last inspection. Relevant information received from other organizations. A telephone conversation with the manager of the service to discuss information in the AQAA for clarification, as well as any recent developments in the service. Whether any requirements made at the last inspection have been complied with. The previous key inspection. What has this told us about the service? At the last key inspection in March 2009, this care home complied with the National Minimum Standards and was assessed as being an excellent service. Since that time the Commission has not received any direct complaints. One notifiable incident was reported which was appropriately dealt with by the Health Agency and an adequate record of action taken has been maintained by the manager. The manager stated, that there continues to be a stable staff group. Staff training is given a high profile and the majority of the staff have their NVQ 2 in care and undertake regular training. The registered manager is experienced and competent to run the home. They continue to improve the environment. The registered person always notifies the Commission of events affecting the service users as required under Regulation 37 of the Care Home Regulations 2001. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will carry out an unannounced inspection before the end of March 2012. However, we can inspect the service at any time if we have any concerns about the quality of the service or the health and safety of people using the service.
