The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Weekends for residents has a more relaxed atmosphere with a different type of activity for residents in that they arise later than a week-day and have a "brunch" type meal about 11:30am. The delivery of care that service users receive is of a high standard. The three staff members that were on duty during the inspection gave commendable support to residents who have high dependency needs. The interaction between residents and staff was good humoured and kind. Records show that residents had short breaks and activities take place in and out of the home. At the previous inspection it was shown that three residents went to Disney on Ice and the other three residents went out to have their evening meal, trip on a barge, shopping trips and these activities are on going. Residents` bedroom are personalised with the help and assistance of their key worker. No complaints were recorded.

The current service users live at 283 Sandringham Road in a purpose built bungalow with the space, facilities and equipment to accommodate people with physical disabilities including wheelchair users. The accommodation is located at the edge of Intake/Wheatley Hills area of Doncaster. This suburb of Doncaster is about four miles from the town centre and there are local facilities such as shops, library and health centre close by. The home has an adapted minibus enabling access to the wider community. All service users attend a range of day care provision that includes social education during the working week, Monday to Friday. Annual holidays, regular outings and social events are provided for everyone. The service is provided by a partnership between South Yorkshire Housing Association and Doncaster Healthcare Trust. South Yorkshire Housing Association own and operate the service with Doncaster Healthcare Trust providing the staff. This inspection was undertaken on the 4th March 2006 from 10:20 – 2:00pm the manager was on duty. During the majority of the inspection the inspector sat in the lounge and observed residents and staff. A tour of the buildings was taken and the home was clean, tidy and was without offensive odours. Although it was the weekend no visitors/relatives during the inspection visit. The inspection focused on three residents files which were case tracked along with medication, staffing rota, complaints, Adult Protection and Health & Safety issues for the safety and well being of the residents at Sandringham Road. The majority of residents at Sandringham Road have severe learning and physical disabilities with complex needs and their verbal communication is limited. The quality of care is at a high level in comfortable surroundings. What the service does well: What has improved since the last inspection? The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1-5 The home in conjunction with South Yorkshire Housing and the Doncaster Health Trust provides prospective service users and/or their relatives with information they need to make an informed choice. Assessment are undertaken to ensure that the home can meet residents needs. Contracts are given to each resident to preserve the rights of occupancy. EVIDENCE: The service provides Service User Guides and Service User Guide for all new residents to give to them and their relatives. This is part of the information pack given to each resident/relative about the home. Each resident has on file a copy of a contract or Licence Agreement with SYHA. Records show that introductory visits are offered and potential residents are invited to visit the home several times before becoming permanent resident. Each of the three service users files examined had on going assessments ensuring that developing needs are met at all times. JUDGEMENT – we looked at outcomes for the following standard(s): 6, 7, 9 The home has a clear care plan system to ensure that residents changing needs and direction for staff are included within the care plan to support residents in their day-to-day life at Sandringham Road EVIDENCE: The residents at Sandringham Road are highly dependent some of who have complex needs. Each service user has a file, which addressed service users changing needs and directed staff to care for those residents. Daily working notes were up to date to evidence the care that was provided. The review dates were diaried for the year on the annual planner. Three care files were examined and there were risk assessments in place. Accidents are recorded and body maps are used. All of which are examples of maintaining safety and protecting residents. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 - 21 Residents’ physical and emotional health care needs were met by the involvement of doctors, hospital, physiotherapists and occupational along with the community nurses. Medications were administered as prescribed and the staff at the home work to their medication policies, which promotes the wellbeing of residents. The ethos of the home promotes dignity, respect and independence for residents. Where there is a need staff use advocacy services for a resident and relatives are informed of advocacy services, which promote and advance residents’ rights. EVIDENCE: The home’s diary and care records show that there was involvement of the Primary Care Team and appointments kept at hospital/clinics. Medication records were examined, which were satisfactory. Weights of residents are recorded and action taken for weight gain or loss. The Doncaster Healthcare Trust ethos, induction for staff, the Statement of Purpose, the Service User Guide, along with the policies refers to dignity, respect and independence. Through observations staff were seen to treat residents with respect, kindness and dignity. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. JUDGEMENT – we looked at outcomes for the following standard(s): 22 - 23 The South Yorkshire Housing Association and Doncaster Healthcare Trust have policies and procedures to protect residents from abuse. The home has a clear complaints system, which residents and relatives have used to record their grievances and/or concerns EVIDENCE: Residents/house meetings take place where residents can make their views known and make complaints through the complaints process. The home has a complaints policy and all complaints are recorded. However, no complaints were recorded since the previous inspection. Records show that all new staff goes through the induction programme, which includes Adult Protection issues. All staff at Sandringham Road have undertaken training on Adult Protection matters. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. JUDGEMENT – we looked at outcomes for the following standard(s): 24, 30 The bungalow was purpose built, suitable for its stated purpose and residents stay in a comfortable, homely, safe environment. All areas were in good decorative condition and well maintained. The home has sufficient number of toilets and bathrooms for residents’ needs. EVIDENCE: The home is centrally heated and there are sufficient toilets and bathrooms for the needs of the residents of Sandringham Road. A new bath had been fitted for the benefit of residents and staff. There is a comfortable communal area with armchairs, sofa and a dining table and dining chairs. Each service user has a bedroom, which is furnished and decorated in a style that reflects the residents’ personality or interests. Bedrooms were seen to have residents’ personal belongings for example pictures, keepsakes, photographs, posters, audio equipment and televisions/VCRs, videotapes, CDs, models and soft toys that bring pleasure and entertainment to residents. The home has a well-equipped kitchen where the staff members cook meals for service users. The home was clean tidy and without mal odours. Staff and the providers undertake all necessary health and safety checks, which promotes the health and well being of the service users EVIDENCE: The home is adequately maintained, and staff receive regular health and safety related training and checks are undertaken for example fire prevention, moving & handling, food hygiene. Accident records are correctly kept so that any trends and patterns can be identified and dealt with. Fire prevention training is arranged for the year. The home has a handover checklist which staff sign. There are records that staff that have undertaken First Aid course. The Trust and the SYHA undertake audits for the routine checks and services are carried out on the building, equipment and appliances. The Commission receive reports on the monthly monitoring visits and annual business report from South Yorkshire Housing Associating.
