This inspection was carried out on 2nd October 2006.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Adequate. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

Residents said they felt very fortunate, and had no complaints about the staff or meals. One resident reported she liked to mix with people but could come and go as she pleased. Residents also said they had "choices" and that their relatives were always welcome to visit. Staff were observed supporting residents in a dignified and respectful manner and were overheard asking the service users how they were and sensitively addressing their needs. Residents said the staff always smiled and were very nice. One lady reported that staff kept her updated with any developments or issues. During conversations with the inspectors residents stated they felt valued. Others reported that they felt the home was well managed and the staff well trained.

What the care home could do better:

Some practices within the home are not ensuring the safety of service users and need to be improved. The behaviour of the provider during the inspection visit was unprofessional and abusive towards the regulation staff. The inspector felt bullied and harassed by the provider, who was dismissive and argumentative regarding the concerns raised in respect of unsafe practices. Consideration must be made to ensuring the staff have the skills collectively to support residents with mental health needs. The home needs to promote a more resident led approach to the development of the service by monitoring service user satisfaction and improving the level of consultation. The provider has not notified the Commission of the proposed timescales with respect to the new building. The Commission, while considering the proposal by the provider to build new premises, has held off making environmental requirements in respect of this old building due to the intentions stated by the provider to demolish the premises. The Commission has supported the provider by not taking action in respect of the shortfalls in the environment, but the accommodation provided has now fallen well short of the National Minimum Standards for Care Homes for in excess of four years and the foundations of the new premises have not yet been laid. Due to the lack of progress regarding this new build the provider will now have to address the concerns raised in this and previous reports regarding the environment. The home must further improve access to information by stakeholders regarding the services provided. Service users, relatives and representatives must be kept informed of all aspects of the service and the home must improve on the information they provide. The manager has in the past developed a good quality audit tool and now needs to implement it so she can measure the quality outcomes for service users and the services compliance with the National Minimum Standards for Care Homes.
