This inspection was carried out on 16th January 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The residents, who the Inspector met on the day of inspection, spoke highly of the staff members, the friendliness of the home and the food. The building is maintained safely, and to a good standard. Mr. Bushby is responsible for the upkeep of St George`s Lodge, and is in the home on a regular basis. Records required by the Inspector on the day of inspection, were found to be in order. A visitor to the home told the Inspector that the person they visit was very happy at St George`s Lodge and they were made to feel welcome by the staff when they came to visit. The Inspector spoke to many residents on the day of inspection and all said that they were really pleased with the standard of the home and of the care being provided, and one said that they "couldn`t be happier". The Inspector was told that St George`s Lodge does not use outside agency workers, thus ensuring that the residents always know their carers.

What has improved since the last inspection?

The Inspector was informed that much work has been done (with the help of a resident!) to improve an area of the garden to the rear of the property. There was evidence of redecoration throughout the home, including the entrance hall. The Inspector was told that several new beds for resident`s bedrooms have been purchased, including two electric ones. A new electric hoist has also been purchased since the previous inspection.

What the care home could do better:

The residents living at St George`s Lodge told the Inspector that they could think of nothing that could be done to improve the home. A visitor spoken with agreed. All resident`s files are to contain their photograph.

It is a detached property, located in East Worthing approximately one mile from the town centre and relatively close to the sea and parks. The accommodation of twenty-six single bedrooms, the majority of which are en-suite, is arranged on two floors. There is a passenger lift to the bedrooms on the first floor, and a large garden/parking area to the front and the sides of the building. Bushby Care Ltd. privately owns the service, and the registered manager is Mrs. Susan Bushby. St George`s Lodge DS0000062147.V274450.R01.S.doc Version 5.1 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. This was an unannounced inspection, the second of a minimum of two statutory visits that an inspector must make to each care home during the course of a year. The first inspection, which was also unannounced, was undertaken earlier in the year. At this inspection the Inspector looked at standards that were not looked at during the previous inspection, as well as any outstanding issues from the last report or concerns raised about the home since the last inspection. Some standards that were assessed at the previous inspection were not assessed on this occasion; the reader is advised therefore to look at the reports of both inspections for a fuller picture of the home. The Manager was present for the majority of the inspection. During this inspection the Inspector examined records of care being provided to the residents; as well as records of any accidents, issues, or complaints, to make sure that the residents at St Georges Lodge were being taken care of. In addition to talking to the Manager, the Inspector spoke with Mr. Bushby, plus two staff members, several residents and a visitor, to listen to their views about the home. All the comments received from everyone that the Inspector spoke to were very complementary with regard to the home, the food, the owners and the staff members. At this inspection St Georges Lodge was audited against the National Minimum Standards for Older Persons. All the elements in each of the standards assessed were met. The Inspector would like to thank everyone who cooperated with her on the day of this inspection. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2, 4 and 6 Each resident has a written contract/ statement of terms and conditions with the home. Residents and their representatives know St Georges Lodge will meet their needs EVIDENCE: The Inspector was shown a copy of the home’s statement of the terms and conditions, which contains all the requirements of the National Minimum Standards. The Manager assured the Inspector that all residents and their representatives are offered a copy. Prospective residents are assessed by a senior staff member prior to their being admitted to St Georges Lodge. Evidence from care plans and training records of staff confirmed that St Georges Lodge was able to meet the assessed needs of the residents accommodated there. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 The resident’s health, personal and social care needs are set out in an individual plan of care. EVIDENCE: Resident care plans were examined and whilst they comprehensive, they do need to include a photograph of the resident. Residents are to sign their care plans if, following a review, there are any changes made to their care, to show they are in agreement. The Inspector was informed that specialist advice is sought where appropriate. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 People living at St Georges Lodge are able to make the day-to-day decisions about how they want to live their life. There is a range of activities for those who wish to participate, and residents are encouraged to maintain contact with all their old friends and family wherever possible. EVIDENCE: There were a variety of activities on offer at St Georges Lodge, which include an accordion player, a singer and an art and craft instructor who come to the home on a regular basis. In addition the Inspector was told of a “Fashion Show” held recently, to enable those residents who are not able to access the shops, to choose any new clothes they may require, and of a singing group who were booked to come at the end of January. One of the residents regularly goes out to the local area, and many relatives call in regularly. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 Residents and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. EVIDENCE: Residents told the Inspector they would be happy talking to Mr. or Mrs. Bushby or any staff member about any issues they might have, and felt that any thing troubling them would be looked into. There were no complaints recorded at the time of this inspection. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20, 21 and 25 Residents live in a safe, well-maintained environment, with sufficient and suitable lavatories and washing facilities. Residents have access to safe and comfortable indoor and outdoor communal facilities. EVIDENCE: Mr. Bushby keeps a record that shows that St Georges Lodge is maintained to a satisfactory standard. On the day of inspection St Georges Lodge was clean, and warm, with residents in the lounge, or resting in their rooms. St Georges Lodge provides sufficient communal space for the residents, which consists of a separate lounge and dining area. The Inspector was assured that some wheelchairs currently housed in the lounge are to be removed shortly. There are enough washing facilities available in the home, with accessible toilets close to the communal sitting areas and the dining room. Twenty-two of the twenty-six bedrooms are en-suite. On the day of inspection several doors were wedged open, the home was made aware of the safety implications with regard to this. JUDGEMENT – we looked at outcomes for the following standard(s): 28 Residents are in safe hands at all times EVIDENCE: St Georges Lodge was adequately staffed on the day of inspection. The Inspector saw evidence of ongoing training by the staff members at the home, and further training is planned. The Inspector was assured by the Manager that that all staff members had received manual handling training, fire training, Health and Safety training, medication training and food hygiene training. All training is recorded on the staff member’s files. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 34, 36 and 37 Residents are safeguarded by the accounting and financial procedures of the home, and staff are appropriately supervised. Resident’s rights and interests are safeguarded by the home’s record keeping and policies and procedures. EVIDENCE: The inspector saw that insurance cover is in place to meet the National Minimum Standards. There is a business and financial plan for the home, which would be made available upon request. Residents are encouraged to manage their own affairs with the help of relatives or advocates. It is apparent that the needs of the residents are uppermost at St Georges Lodge, and that the home ensures that resident’s rights and best interests are safeguarded at all times. Residents are encouraged to manage their own affairs with the help of relatives or advocates.
