Conditions of registration: 1. Up to 24 male and/or female service users in the category of old age, not falling within any other category may be accommodated. 2. Only service users over the age of 65 years may be admitted. Date of last inspection 22 June 2005 Brief Description of the Service: St Josephss Care Home is registered to accommodate up to twenty four residents in the category OP ( Old age not falling into any other category) N (Nursing). The service has charitable status and is registered to the Franciscan Missionary Sisters. St Josephs is a purpose built establishment, and is located in the town of Littlehampton. Accommodation is provided on two floors: the first foor can be accessed by a vertical lift. All rooms are for single occupancy. Sr Angela Baughen is the registered manager in charge of the day to day running of the home. The responsible individual on behalf of the service is Sr Catherine McLaughlin. An application has recently been submitted to register a a new responsible individual, when that process has been completed certificates and registers will be amended to reflect the change. This is an overview of what the inspector found during the inspection. This unannounced inspection took place over 4 hours and was part of the routine programme of inspections for the home. Preparation for this inspection focused on outcomes of the last inspection carried out on the 5 July 2004 and the reviewing general correspondence. The inspector made a tour of the premises and spoke with residents in order to gain a sense of how they experience living at the home. Staff were also spoken with in order to ascertain their views on how the home is run and the support they receive to assist them to carry out their roles in an appropriate manner. What the service does well: What has improved since the last inspection?
The home continues to deliver a high standard of care to the residents living at St Joseph’s. Following the last inspection the home has purchased it’s own minibus enabling staff to organise regular and spontaneous outings. Residents who have already gone out in the transport told the inspector that they have enjoyed the recent outings.

The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6 This service does not offer indeterminate care. EVIDENCE: From touring the building the inspector was able to evidence that facilities are not provided to provide intermediate care. From speaking with management and staff the inspector was able to ascertain that although residents are admitted with the option of a trial period it is with the view to living at the home permanently. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 9 Residents are enabled to take responsibility for administering their own medication. EVIDENCE: Systems are in place regarding the receipt, recording, storage, handling, administration and disposal of medicines. A senior nurse requests repeat prescriptions, these are sent to the local pharmacist. Records of all medicines requested are kept. Staff check and record all medication against the request list. The home has a contract with a licensed clinical waste company who collects all unused medication. Trained nurses administer medication, the home has a copy of each nurse’s signature and initials which enable management to be clear as to who the administering nurse was. Records of medication administered were in good order. Residents are able to self-administer their medication. At the time of this inspection two residents were self-administering. All residents who wish to self medicate should undergo a risk assessment. The risk assessment should also

The intended outcomes for Standards 12 - 15 are: 12. 13. 14. 15. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 13,14 Residents are assisted to maintain contact with family, friends, representatives and access the community. Residents are assisted to exercise choice over their daily lives. EVIDENCE: Residents spoken with confirmed that they are enabled to maintain contact with family, friends and representivies. One resident confirmed that “visitors are always made to feel welcome, they are always offered a cup of tea”. The Statement of Purpose and Service User Guide advise residents and there representivies of the visiting times, which are generally open visiting times however relatives are asked to try to avoid mealtimes if possible. The inspector was able to witness residents accessing the local community. One resident went to the local shopping centre during the course of this inspection. Residents also told the inspector that they are able to go clubs they went to prior to admission to the home. One resident said that he had recently been out for Christmas Lunch at his local bowls club and that it felt good to be able to be transported there and back in the homes minibus. Residents said that they are able to exercise choice and control over lives. Those who were asked said they are assisted to develop and maintain an independent lifestyle within their own capabilities. The inspector witnessed that residents were able to choose when to get up as a number of residents

Residents also told the inspector that an activities programme is offered and that they can choose to take part or pursue their own interests if they wish. JUDGEMENT – we looked at outcomes for standard(s) 18 Procedures are in place to protect residents from abuse. EVIDENCE: Staff receive training in adult protection. The home has a copy of the local authorities Adult Protection procedures. Staff are aware of their responsibility to “Whistle Blow” should they suspect abuse of a resident. Staff spoken with informally during the course of the inspection and those who were asked were able to demonstrate that they know what action they must take to report a suspected incident. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24,26 Residents are enabled to furnish their rooms with their own personal belongings. The standard of cleanliness through out the home is high. EVIDENCE: From touring the home and speaking with residents the inspector was able to ascertain that residents are encouraged to furnish their private accommodation with their own personal possession. Those spoken with said that they like having their possessions around them as it makes it feel more like home. All areas of the home were clean and free from offensive odours. Appropriate protective clothing is provided. Laundry facilities are separate from the main building. Systems are in place to deal with soiled linen. Staff spoken with confirmed that they are given information regarding Chemicals or Substances Hazardous to health. Staff also confirmed that chemicals are stored in lockable cupboards. EVIDENCE: The recruitment records of 4 staff were reviewed. All contained evidence that appropriate recruitment checks were undertaken. JUDGEMENT – we looked at outcomes for standard(s) 35 The financial interests of residents are safeguarded. EVIDENCE: The inspector was advised that residents handle their own personal finances. Residents can if they wish ask for some money to be held in safekeeping. Appropriate systems are in place to record transactions.
