The home is located on the edge of the small village of Trimdon Grange, close to shops, pubs and other amenities. There are local bus services which reach a number of larger towns in the area. There are thirteen single and two double bedrooms. There are no en-suite facilities but adequate bathing and toileting facilities are provided. There is a spacious lounge and a dining room, both of which overlook the front garden and main street, which are easily accessible. As a result of carrying out this Random Inspection we found that the home has a competent and qualified staff complement that effectively meets the care needs of the service users. Furthermore there is a competent manager, who is currently developing good management systems within the home, that ensures the service is run in the best interests of the service users. Staff are employed in sufficient number. The manager, deputy manager, two care assistants, a cook, a domestic, a handyperson and two care assistants were on duty and the staff rota confirmed this as routine. Staff openly discussed the appointment of the new manager and the recent changes she has made in the home since she came three weeks ago and comments include, the staff in general are more confident and happy, there is far more energy in the home, I was going to leave but in just three weeks so much has changed, the future seems far more postive. Both the manager and the deputy manager work directly with staff when needed and feel that by doing this they learn about both the good aspects of the service and also where further development is needed. Furthermore the staff feel that they are guided and supervised well by the management team. A varied training programme has been developed for all staff that includes mandatory training and other courses related to their roles and a training matrix identifies when training needs to be updated. Staff practice and knowledge reflects effective training. All staff have attended training regarding the protection of vulnerable adults and a copy of the local authoritys safeguarding adults procedures is available in the office. However it was not certain that the staff were aware of the specific names of the people to contact in the local authority if they needed to report a safeguarding issue. This was discussed with the manager who agreed to address this with the local authority and feedback to the staff. The staff team has not received training regarding The Mental Capacity Act and the Depravation of Liberty and therefore are not up to date with current good practice and the legalities related to this. This was discussed with the manager and a contact name regarding accessing training was given. The manager saw this as a priority and aims to organise training as soon as possible. Good relationships with healthcare professionals have developed and staff are aware of their limitations and know for example when to contact a community phsychiatric nurse (CPN) for advice and support regarding the demonstration of particular behaviours. All staff receive training regarding challenging behaviour. The robust recruitment procedures carried out by the home ensures that the welfare and interests of the service users are protected. Fully completed application forms that give a clear education and work history, two references and a CRB (Criminal Record Bureau) check are in place.

So that they are aware of current legislation and so that service users are supported in a way that reflects this. 2 37 9 The manager must submit an 31/12/2009 application for registration with the CQC. This is a legal obligation to verify that she is a fit person to manage the home.
