This inspection was carried out on 15th November 2005.

What the care home does well

A strong focus is placed upon staff training and development, a number of staff have gained NVQ level 2 in care with many more undertaking the award. Service users continue to receive quality care from a dedicated staff team within a very homely, friendly environment.

What has improved since the last inspection?

Since the last inspection, the management of the home have put in place systems for service user consultation regarding the furnishing of individual bedrooms.

The home continues to provide a high standard of care and meets the National Minimum Standards.

Service User, whose date of birth is 26/11/1940 may be admitted into the Home. 28th June 2005 Date of last inspection Brief Description of the Service: The Newlyn Residential Home provides residential care for up to 13 older people who require varying degrees of assistance. The home has access to all necessary specialist services within the community. The home is located in the Newington area of Ramsgate close to local amenities including post office, general store and medical centre. Staffing comprises of the Registered Owner, Deputy Manager, care and ancillary staff. The home is a family run business with the owner having a high level of input into the home. This was the home second annual inspection, which took place over the course of a few hours. Policies, procedures and records were viewed and a tour of the home was undertaken. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8 and 9 The care planning system is clear and consistent, providing staff with the information they need to meet the needs of the Service Users. Service users health is closely monitored and any problems identified are quickly addressed. The management of medication within the home is good, protecting service users from possible risks. EVIDENCE: Care plans viewed were easy to read, included detailed health and safety assessments, and provided clear guidelines for staff to follow when providing personal care to service users. Evidence of service user consultation was included within all care plans inspected. The home conducts three monthly care plan reviews. Health care records examined, identified problems being addressed and resolved quickly with appropriate advice and guidance being sought from health care professionals. The Registered manager confirmed that only those staff who have attended a certified safe handling of medication course manage and administer medication within the home. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Staff have a sound understanding of adult protection issues which protects Service Users from possible abuse. EVIDENCE: The Registered manager confirmed that all staff attend an in-house adult protection training course on commencement of employment. The home has an open door policy, which encourages staff and service users to raise concerns with the confidence that appropriate measures will be taken. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 The standard of the environment within the home is good providing Service Users with an attractive and homely place to live. EVIDENCE: A high standard of decoration and furnishing was found throughout the home. The majority of fixtures and fittings were domestic in nature. To the side of the property there is a large garden area, which provides additional seating and living space for the residents during the summer months. Service users appeared comfortable and relaxed within their surroundings. The Registered Manager confirmed that the home has an ongoing programme of maintenance and refurbishment. The home was found to be clean and no offensive odours were present. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. JUDGEMENT – we looked at outcomes for the following standard(s): 27 Staffing levels within the home are high providing consistent care to the service users. EVIDENCE: At the time of the inspection there were high levels of staff on duty, ensuring all service users needs were fully met. Staff were observed communicating and interacting well with service users. The registered manager/owner has a high level of input into the home on a daily basis. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 31 and 38 The management of the home is excellent, benefiting all service users. The health and safety of the service users and staff are promoted and protected. EVIDENCE: The Registered Manager has a high level of input into the home on a daily basis, and demonstrated a sound understanding as to the individual needs of all service users. The registered manager has many years experience working in a care setting, and is committed in undertaking further training in order to meet the changing needs of the residents. Maintenance certificates for equipment used within the home were viewed and found to be in order. The Registered Manager spoke of undertaking regular fire safety checks and drills within the home, records viewed confirmed this. Portable appliance testing is undertaken on a regular basis and all fire safety equipment has recently been inspected. Gas and electrical safety certificates were examined and found to be current.
