The home is a listed building, situated in the main High Street of Bideford and is surrounded by shops and other businesses and has recently been totally refurbished. Service users have single rooms, with five having en suite facilities. To the rear of the property, there is an enclosed garden. There are no parking facilities at the home, but it is within easy walking distance of a number of street parking bays and public car parks. This is an overview of what the inspector found during the inspection. The inspection of Old Galleries was unannounced and carried out on a Sunday. The main purpose of the inspection was to determine whether weekend staffing levels met the needs of residents, and what activities were available to them. On arrival, inspectors were unable to get a response to the doorbell, and therefore were unable to access the home. As a result of this, the inspectors travelled to the other home owned by Mr. & Mrs Haywood – Bidna House – and met one resident there who normally resided at Old Galleries. That person had chosen to spend a few days staying with friends at Bidna House. Due to the recent refurbishment of Old Galleries, only two resident’s were permanently residing at the home at the time of the inspection. The other person was said to be staying with a relative. As the staff team work across both homes, the inspectors were therefore able to cover some standards that focussed on staffing levels at the Old Galleries. Staffing records were inspected, which included duty rosters. In addition to this, the inspectors received feedback from staff and a resident about opportunities that covered lifestyle issues. Inspectors were told that people living at Old Galleries prefer to be referred to as residents. Therefore this term is used throughout the report. What the service does well:
It is clear that this home provides an individual service for the residents. There is a stable team of staff that work across both homes – Old Galleries and Bidna House. Residents are treated with dignity and respect. They are actively encouraged to voice their views about how they wish to spend their lives, safe in the knowledge that their needs and desires will be respected. Good links with the community were evident. These included attendance at the local church, fetes, carnivals and shows. Inspectors were told that there are “few rules” at Old Galleries, and that relationships with family and friends are encouraged. EVIDENCE: A resident, who normally resides at Old Galleries, told inspectors that they were actively encouraged to make decisions about their life at the home. JUDGEMENT – we looked at outcomes for standard(s) 12,13,14,15,16,17 Resident’s are enabled to live their lives as they wish to. There are few restrictions at Old Galleries. Staff enable residents to maintain close links with their families and friends. Meals are varied, appetising and provide residents with plenty of choice. EVIDENCE: Staff told inspectors that an important part of their role was to enable residents to gain independent living skills. A resident verified this, saying “we do our own washing and sort out our rooms with some help from the staff”. Inspectors observed a group of residents from Bidna House and Old Galleries as they returned from church. Other activities that were reported to inspectors included trips out to the cinema, carnivals, and shows. A holiday had taken place in May to Seaton, which a resident said they enjoyed. Inspectors were told that another holiday to Weymouth had been planned.

Inspectors were told that there a “no rules about when family can visit, it’s encouraged”. A resident told the inspectors that they had “lovely food” and that there is “always plenty of choice” available at mealtimes. JUDGEMENT – we looked at outcomes for standard(s) 33, 34, 35 Duty rosters do not adequately demonstrate that staff are in sufficient numbers to meet the needs of residents. Recruitment procedures are robust, and therefore protect residents. There is a training and development culture within the home, which ensures that residents are cared for by properly qualified and experienced staff. EVIDENCE: The duty roster for September 2005 did not demonstrate when the manager of the home planned to be on duty. This was discussed with the manager, and advice given as to how the requirement might be met. A record of duties worked was kept in a diary. A resident spoke highly of the staff. Two personnel records were audited. The home had obtained satisfactory references including CRB and POVA checks as required. Certificates were seen on both files, which demonstrated that an excellent level of training covering appropriate subjects had been provided. Both staff were in the process of doing the NVQ level 3 – Promoting Independence. The manager told inspectors that that three out of four staff currently working at Old Galleries are in the process of doing this award. Supervision records were not kept in personnel files, and therefore not available for inspection. These should be kept with personnel files for future inspection.
