The emphasis of the home is to enable residents to lead fulfilling lives through the development of social and daily living skills. The home is a listed building, situated in the main High Street of Bideford, and has been totally refurbished. The accommodation comprises of single accommodation, five of which have ensuite Care Homes for Adults (18-65 years) Page 2 of 8 1 3 0 3 2 0 0 9 Brief description of the care home facilities. To the rear of the property is an enclosed garden, with outbuildings containing a laundry room. There are no parking facilities at the home, but it is in easy walking distance of a number of street parking bays and public car parks. Fees levied vary from £343 -- £755.27 a week with additional fees levied for transport, chiropody and hairdressing. In some instances people also fund from certain of their benefits 1:1 staff support for accessing the community. This does not include transport and support for medical appointments, which are provided within the fees. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This inspection was carried out with regard to section 11 of the Care Standards Act 2000. This part of the Act states that, Any person who carries on or manages an establishment or agency of any description without being registered under this Part in respect of it shall be guilty of an offence. After receipt of information, the Commission had reason to believe that neither Bidna House or The Old Galleries were now owned by those persons named by the Commission as the registered owners of the homes. Therefore the Commission had reason to believe that the homes were no longer appropriately registered and that as such the owners of the homes might be committing an offence under the terms of The Care Standards Act 2000. The purpose of the inspection was to identify whether the services were under ownership different from the ownership under which the services had been registered. The inspectors arrived at The Old Galleries in Bideford at 10.30am and were met by Mr Simon Haywood and Mrs Barbera Haywood. The inspectors explained to Mr Haywood the purpose of the inspection. Mr Haywood stated that although the services had for a period been operated by Lycette Care Ltd, that following contact with the Commission the previous registered providers for both homes had sought to rectify the situation. In order to do this the previous providers had returned to being the operators of the services and that the company Lycette Care Ltd was now no longer the operator. Mr Haywood said that this change had been carried out during December 2009. Mr Haywood also explained that the documentation that the inspectors required to see for both services was presently at Bidna House and not at The Old Galleries. Therefore the Inspectors travelled with Mr Haywood to Bidna House to inspect relevant documentation. At Bidna House the inspectors asked for documentation to show the operator of the services delivered at Bidna House and The Old Galleries. Mr Haywood said that a letter had been sent to the Commission regarding the ownership of the homes on or around the 29/12/09. Mr Haywood produced a copy of a letter dated 29/12/09 and signed by Mr Mr Haywood. Mr Haywood said thisletter was a copy of the letter he had already sent to the Commission. This letter stated that the care services at both homes are delivered by S.L and B.M. Haywood. The Public Liability Insurance for the homes was produced. This stated that the period of insurance for this certificate began on 07/12/2009 and that the certificate holder was Simon Haywood and Barbara Haywood trading as S & B Haywood. Various other documents were inspected and copies of these documents were taken by the inspectors.
