This inspection was carried out on 8th December 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

This is a care home where residents are well looked after. The staff team work well together and show a good understanding of the needs of the residents in the home. Residents are encouraged to remain independent with their capabilities and the staff support them to do so. The Inspector received very positive comments from the residents spoken to and from the comments cards that were completed. The Inspector was able to observe the friendly and caring attitude of the staff towards the residents and their responses, all of which added to the homely environment. Residents said that they liked living at the home and felt that the staff were very kind. One resident said, "This is an excellent place, there are no problems".

What has improved since the last inspection?

The Inspector found that improvements continue to be made. There have been improvements made to the way in which information about residents is recorded and more resident and staff involvement, ensuring that the needs of the residents are met. The information given to residents before admission to the home has been updated and improved. Redecoration and replacement of furniture continues. The homeowner has replaced the television in the rear lounge with a plasma screen and four bedrooms have also had plasma screens fitted. The residents said that they liked these because they did not take up so much room. It is the intention of the homeowner to provide all residents with these screens.

What the care home could do better:

Staff training should continue to be developed in order that the needs of the residents are met both collectively and individually. The work to improve the garden area should continue, when weather permits, so that residents will have a safe and secure environment in which to sit if they wish. The programme of refurbishment and decoration should be ongoing so that the residents continue to live in a safe and comfortable environment.

The home has 13 single bedrooms and one double bedroom, none of which have en-suite facilities. There are two lounges and a dining- room. The bathing and toilet facilities are sufficient to meet the number of residents that can be accommodated. The home is situated in a residential area of South Blackpool, on a main road, which is an advantage in respect of public transport and local amenities. This inspection was unannounced and commenced at 9.45am and took place over 2.5 hours. The Inspector spoke to six residents, two staff, the manager and the homeowner. Four residents completed comments cards during the inspection. A number of records were examined, including residents’ files and staff training. The Inspector looked around the home and spent time observing the daily activities in the home. What the service does well: What has improved since the last inspection? The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 The care planning system provides staff with detailed information to ensure that the individual needs of each resident are met. EVIDENCE: Since the previous inspection a great deal of work has been done on improving the information recorded on individual residents. A new system of recording is being carried out and this includes the life histories of each resident, which was a recommendation made during the previous inspection. The staff spoken to said that they had found this very interesting and gave them a better insight into the needs of the residents and how they can meet these needs. Residents said that they felt that staff were interested in them as people. During the inspection the Inspector witnessed the competent way in which the staff cared for a resident who was suddenly taken ill and how they worked with other professionals for the benefit of the resident. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14 Residents are helped to exercise choice and control over their lives within their capabilities. EVIDENCE: Through observations and discussion during the inspection, the Inspector was able to evidence that residents exercise choice and control over their own lives within their capabilities. One resident who is very ambulant regularly exercises their right to control their own life, even though their actions cause the management and staff great concern. The management have discussed this with the resident and other relevant people and also carried out a full risk. During the inspection the Inspector was able to observe the supportive way in which staff dealt with this resident. A tour of the home confirmed that residents are able to bring in personal possessions and keep their bedroom as they wish to. Relatives are encouraged to be involved as far as the residents wish them to be. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 & 18 Arrangements for complaints are handled well and taken seriously ensuring that people feel listened to. Procedures for dealing with and reporting abuse were satisfactory ensuring that people are adequately protected. EVIDENCE: The home has a detailed complaints procedure, which is made available to all residents on admission. The manager said that there had been no complaints made since the last inspection and the Inspector was able to confirm that the Commission had also not received any complaints. Comments received from the residents confirmed that if they were unhappy with their care they would know who to speak to. The Inspector was able to evidence that the staff were made aware of the procedures to be followed in the event of any allegation or suspicion of abuse or neglect. On examination of the training records evidence was seen that this subject was included in future training to be provided. Service users live in a safe, well-maintained environment. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 Improvements to the environment continue to be made and a programme of upgrading and refurbishment ensures that the residents live in comfortable surroundings. EVIDENCE: A tour of the home confirmed that improvements to the home continued to be made. Four bedrooms have been redecorated and refurbished. Furniture was being replaced; a new fire had been fitted in the rear lounge and work to provide a shower room was due to start the following week. The home was found to be warm, clean and free from any offensive odours. The Inspector was able to evidence that work had stated to improve the garden area, although this had stopped due to the inclement weather. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 28 Staff morale is high resulting in an enthusiastic work force that works positively with residents to ensure that they receive a consistency of care at all times. EVIDENCE: The Inspector was able to witness the competent way in which the staff dealt with a resident who required medical assistance. Staff spoken to said that they worked well as a team and felt valued. One staff member said the atmosphere of the home continued to improve and they felt that staff remained calm in whatever situation developed, which made the residents feel very secure. The training information examined showed that of the twelve care staff employed, four had obtained a minimum of level 2 NVQ (National Vocational Qualification) and four staff were presently undertaking the training. The manager confirmed that the home was working towards all staff obtaining a recognised qualification. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31& 35 The home is well managed and run in the best interests of the residents. EVIDENCE: The Inspector evidenced that the homeowner has obtained the required qualifications, having successfully completed level 4 NVQ and the Registered Managers Award. Whilst the homeowner is very involved on a daily basis, his deputy is a competent person who has taken on more responsibilities and developed the systems now in operation. Inspections of records for money being handled by the homeowner on behalf of the residents were up to date and correct. Receipts are kept of all expenditures and moneys are securely locked away.
