Learning disability - LD The maximum number of service users who can be accommodated is: 9 6th July 2007 Date of last inspection Brief Description of the Service: Victoria Lodge is a large Victorian semi-detached property situated on a busy main road in Southsea and is close to local shops and other community facilities in the southern part of Portsmouth City. The premises have benefited from recent development and refurbishment. The home has a small garden to the rear of the building and a small area of garden in the front. The home was first registered with the Commission on 22nd March 2006. At the time of this unannounced inspection, no service users had been admitted. Disabilities Care Management Limited (DCM) aims to provide a service to people who have learning disabilities, and associated needs. The accommodation and facilities are provided over three floors and a basement area. There are nine good-sized single bedrooms 7 with en suite WC and showers, and 2 with en suite baths and WCs. There are also communal WCs available. There is a communal kitchen, dining area and lounge/TV room. The provider will be recruiting and registering a manager for the service once it starts admitting people. Victoria Lodge is currently not providing a service to any service users. Fees would be individually calculated dependant on the assessed needs of the person. This means the people who use this service experience adequate An unannounced visit was undertaken on the 2nd of July 2008 as part of our inspection process. We sent out the Annual Quality Assurance Assessment (AQAA) and information provided was also used to assess the service. We were aware that there was no service users accommodated at the time of the visit. The provider and a director assisted us with our visit. The provider agreed to inform the commission if anyone was admitted to the home. The environment is well maintained should anyone be admitted and the provider is aware of his obligations with regard to his ensuring the safety of the building. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The provider was looking into the new and updated guidance relating to medication storage including controlled drug. Policies and procedures on medication were available. The kitchen was fully equipped and provided good facilities.
