CQC found this care home to be providing an Poor service.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The service is addressing the requirements following the key inspection in April 2009 and improving the quality outcomes for people living at Walton Lodge.

What the care home could do better:

A number of areas were identified at the last key inspection, however at this visit we only looked a small number. All requirements will be looked at during the next key inspection to determine if there are still areas that could be improved.

The home can accommodate up to thirteen clients. The home is a converted large modern bungalow with extensive and secure gardens. It has been extended and separated into two units. One unit is for four clients to practice independence skills. The home is on the bus route into town and close to some local amenities such as shops and pubs. The home also has a minibus. The home provides staff over twenty-four hours. They also employ a maintenance person. The current weekly fees were £1650 - £2578 however these vary depending on peoples needs, for further information you should contact the home. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: The quality rating for this service is 0 star. This means that the people who use this service experience poor quality outcomes. This was an unannounced random visit, which took place on the 8th September 2009. The visit commenced at 09:30 and ended at 13:30 hours. Two inspectors carried out the visit the link inspector for the home and an enforcement inspector from the regional enforcement team. We inspected Walton Lodge on the 30th April and the 6th May 2009. A number of concerns and related breaches of the Care Homes Regulations 2001 were identified. As a result of this inspection we wrote to the provider and the manager on the 27th May 2009. This letter set out our concerns and related breaches of regulations and also set out the action required to address them. On the 16th July 2009 we met with the manager and a management consultant now working at Walton Lodge to support improvement at the service. At this meeting, We were told the actions that have been taken to address the matters raised in the above letters and make improvements at Walton Lodge. Supporting documentary evidence was given to us. This visit was to check compliance with the matters identified in the letter dated 27th May to determine that the issues discussed on 16 July had been addressed. To determine compliance we looked at 3 plans of care including risk assessments, staff training records, recruitment files, spoke to staff and carried out a tour of the premises. We were told that five plans of care had been completed, we looked at three they were comprehensive, all peoples needs were identified and measures in place to ensure the needs were met. Risks had been identified and assessments were in place clearly identifying risk management . Specialist input had been obtained were required and advice documented in plans and all follow up action recorded for all staff to see any changes to care needs, to ensure peoples needs were met. We looked at a selection of staff recruitment files to determine all staff had a Protection of Children Act (PoCA) list check. Two bank staff were still to have this completed. The management consultant told us that these two members of staff did not work with the clients under 18 years of age, however the check would still be carried out when the staff had bought in all the required documents to be able to sent for the POcA check. We looked at a selection of training files to determine all staff had received training in first aid in order to meet peoples needs. All staff had completed the one day emergency first aid that we were told covered the management of choking. Four members of staff had also been on a four day first aid course. The deputy manager told us she was arranging another four day course in October and was hoping to send a further 10 staff.
