Conditions of registration: Date of last inspection 5th July 2005 Brief Description of the Service: Westonville Lodge is a small residential home registered to provide residential care and support for up to ten service users who require varying degrees of assistance. The home is located in a residential area of Margate, in close proximty to the sea front and local ammenities. Staffing at the home comprises of the Registered Owner/Manager, two senior carers, care and ancillary workers. Local specialist services are accessed within the local community. This is an overview of what the inspector found during the inspection. This was the homes second annual inspection, which was undertaken during the course of a morning. Time was spent meeting and talking with all residents and members of staff. Policies and procedures and records were viewed and a tour of the home was undertaken. The home must ensure that service users medication is managed appropriately and records kept are accurate. Individual manual handling assessments require further development to provide staff with the information they need to assist residents safely.

The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 and 9 The care planning system is clear and consistent, providing staff with the information they need to meet the needs and wishes of the Service Users. Improvements are required in the management of service users medication to ensure they are fully protected from any potential risk. EVIDENCE: Staff spoken to had a clear understanding of the needs and limitations of all residents within the home. Care plans viewed were easy to read, contained appropriate levels of information, and health and safety assessments. No evidence of service user involvement could be found within individual care plans. Individual manual handling assessments were found to contain insufficient information as to the techniques required when assisting an individual. A number of concerns were identified when reviewing the homes management of medication. Medication administration records displayed a number of incomplete entries, alterations to an individual’s medication had not been recorded and some medication was not stored in accordance with the Royal Pharmaceutical Guidelines of Great Britain.

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15 Dietary needs of Service Users are well catered for with a balanced and varied selection of food available that meets the Service Users tastes and choices. EVIDENCE: Service users spoke highly of the meals provided within the home. Records viewed identified that the dietary needs of all service users is fully catered for. The home employs a cook who prepares all meals and is fully aware of individual’s likes and dislikes of the service users regarding food. Staff confirmed that hot and cold snacks and drinks are available throughout the day upon request. Food stores inspected contained a wide variety of both branded and value products with adequate provision of fresh fruit and vegetables. A number of opened foodstuffs held within the fridge were not dated, covered and had expired. The Head of Care confirmed that the registered manager had enrolled all members of staff on basic food hygiene training. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Arrangements for protecting Service Users from possible abuse are satisfactory. EVIDENCE: Staff spoken to had a clear understanding of adult protection issues and the procedure to follow when reporting instances of possible abuse. The Head of Care confirmed that all staff have been booked on adult protection training, and that abuse awareness is frequently raised at team meetings. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 and 26 The standard of the environment within the home is good providing Service Users with an attractive and homely place to live. Infection control measures are in place, which promote the wellbeing and health of service users and staff. EVIDENCE: A tour of the home was undertaken, a good standard of decoration and furnishing was found throughout the home. Fixtures and fittings were domestic in nature. To the rear of the property there is a large garden area, which provides additional seating and living space for the residents during the summer months. Service users were seen to have personalised their bedrooms. Service users spoke of Westonville Lodge as being a home away from home. A good standard of cleanliness was found throughout the home, and no offensive odours were present. Staff were observed maintaining infection control.

Yes STATUTORY REQUIREMENTS This section sets out the actions, which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards. The Registered Provider(s) must comply with the given timescales. No. 1 Standard OP7 Regulation 13 Timescale for action The registered person shall make 01/12/06 arrangements to provide a safe system for moving and handling service users. (Additional information for staff to follow should be included on all manual-handling assessments). The registered person shall 01/12/06 where appropriate and unless it is impracticable to carry out such consultation with a service user or a representative of his, revise the service users plan. (The service user or their representative must sign all care plans). All foodstuffs with a shelf life are 20/11/05 to be dated on opening, appropriately covered and within the expiry date.
