Conditions of registration: Date of last inspection 4th August 2005 Brief Description of the Service: 5 Whitby Road is a care home providing personal care and accommodation for up to 50 older people. There is a separate day centre within the complex. North Yorkshire County Council owns it and Marion Greenbank is the registered manager. The home is located on the outskirts of Pickering and is within walking distance of the shops, bank, post office and cafes. The home is purpose built. There are 44 single bedrooms and 3 double bedrooms that are available for two people wishing to share. This is an overview of what the inspector found during the inspection. This inspection including preparation time took place over 8 hours. A tour of the building was conducted. A number of the service users records, staff records and records about the management of the home were inspected. 10 of the service users, and 4 of the staff on duty were spoken with. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 9 and 10. The service users are treated with respect by all the staff. EVIDENCE: Service user files were seen and staff now make daily records reflecting what they have done during the day. There is a medication policy in place and all staff that administer the medication have received appropriate training. The storage, dispensing and documentation of the medication was in line with the policy and procedure of the home. Staff were observed treating the service users with respect at all times. The intended outcomes for Standards 12 - 15 are: 12. 13. 14. 15. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14 and 15. The service users are able to keep their own routine within the home and they enjoy a varied and wholesome diet. EVIDENCE: Service users spoken with said that the staff enabled them to lead their own lives and they could choose where they wanted to be in the house and to maintain their own interests outside of the home if they wanted to. The care plans reflected some of the choices made by the service users. The service users spoken with expressed satisfaction at the quality and quantity of the food provided. They confirmed that choices are available at each meal. The meal observed was relaxed and the staff assisted service users appropriately where necessary. The menu was examined and appeared to provide a balanced and nutritious diet. The cook explained that local fresh produce is used and they are able to vary the menu to include seasonal foods. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Service user are protected from abuse by thorough recruitment policy and regular staff training. EVIDENCE: There is an Adult Protection Policy in place. A recent Adult Protection issue was not dealt with in line with the policy but the manager and all staff have had their training updated since. Staff spoken with had a good understanding of their responsibilities if they believed any inappropriate behaviour was taking place. Policies are also in place regarding the management of service users money. Staff are also subject to a criminal records bureau disclosure and a protection of vulnerable adults check to ensure that they are suitable to work in a care setting. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): None of these standards were assessed during this inspection. EVIDENCE: It was however noted that the communal areas had all been redecorated since the last inspection. The intended outcomes for Standards 27 – 30 are: 27. 28. 29. 30. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28, 29 and 30. The service users are supported by experienced well trained staff. EVIDENCE: The staffing levels throughout the day were appropriate to meet the service users needs. Care staff, and ancillary staff work together to ensure the service users have the time and attention they require. There are over 50 of the care staff that have achieved their National Vocational Qualification level 2. All staff are encouraged to complete this award. The staff files of three staff members employed since the last inspection were seen and were found to contain all the necessary documentation as required by the Care Homes Regulations 2001. The manager is committed to training and a training plan is in place to ensure that staff have completed a variety of in-house and external training course covering, health and safety, medication training, training on basic care practices, dementia awareness, adult abuse, managing incontinence, and challenging behaviours. Other training provided has covered sensory impairments, Parkinson’s, and the North Yorkshire Induction and Foundation training. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31 and 33. The service users live in a well managed home where the service is regularly checked to ensure the standards don’t drop. EVIDENCE: The registered manager has completed her Registered Manager’s award and the National Vocational Qualification level 4. She has a variety of experience caring for people and has been at Whitby Road for 5 years. Staff and service users spoken with said that all of the staff spoken with said that the manager was approachable and operated an open door policy. This was evident during the inspection as service users and staff were continually in and out of the office. There is a quality assurance programme in place and as part of this the management team have put together a file containing evidence of staff meetings, service user meetings, training provided for staff, management

They also complete a three monthly assessment against the standards. The information is then used to develop services within the home.
