Conditions of registration: 1. The home is registered for a maximum of 44 service users to include: up to 44 service users in the category of OP (Older people) up to 4 service users in the category of DE(E) (Dementia over 65 years of age) The service should at all times employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. 6th July 2005 2. Date of last inspection Brief Description of the Service: Winters Park is a purpose built care home and is registered to accommodate forty-four service users over the age of 65 years. The home is owned and operated by Care Homes First Limited, a wholly owned subsidiary of BUPA Care. The home is situated in a residential area of the market town of Penrith, approximately one mile from the town centre and local amenities and facilities. In addition to private bedrooms, two of which can be used, as double rooms if required, there are two large lounges adjoining each other. There is a lounge at the front of the building that can be used by residents who want to smoke. There are laundry facilities and a large kitchen on the premises. Car parking facilities are provided to the side and front of the building. There are shaded seating facilities in the courtyard. Winters Park DS0000022701.V262816.R01.S.doc Version 5.0 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This is the second unannounced inspection to Winters Park in this inspection year. This inspection took place over a two-day period. The Pharmacist Inspector from the Commission for Social Care Inspection visited on the first day of the inspection. People were met throughout the inspection in the lounge areas and in their own rooms. The manager and staff were also met separately and in the company of residents. A number of records were assessed and a tour of the home was made. What the service does well: What has improved since the last inspection?
The areas in the home that were awaiting redecoration at the time of the previous inspection have now been attended to. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): All these standards apart from Standard 6 were assessed at the previous inspection and all were met. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9 and 10 The care planning system comprehensively details people’s health and personal care needs. This greatly limits any possible or potential risk to people in the home. EVIDENCE: Individual plans of care are available and ensure that all aspects of health, personal and social care needs are identified and planned for. Plans are comprehensive and up-to-date. Staff had a good understanding of the service user’s support needs. This is evident from the positive relationships, which have been formed between the staff and service users. This was particularly noticeable from residents who speak very warmly of the attentive care they received from the manager and the staff. The home has very good relations and contact with community health care personnel. The Pharmacist Inspector from the commission from social care inspection assessed the medicines management in the home. The outcome of her assessment will be reported separately to this report. The points raised by the Pharmacist had in fact been implemented by the second day of the inspection. From the evidence provided during this unannounced inspection people continue to be safeguarded and

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13 and 14 The systems for service user consultation are very good with a variety of evidence that indicates that service users’ views are sought and their lifestyle is as they wish. EVIDENCE: There are a variety of activities and interests provided in both the home and community that people are involved in. People also have their own pastimes that they can do on their own or in the company of others. People feel they have a very clear voice in how they live their lives and are encouraged and supported to do so. People speak warmly about the attention they receive from the manager and staff. People can decide how they follow their own cultural and religious wishes and these can either be in the home or in the community. Family and friends regularly visit and can meet in either the privacy of their own room or in the communal areas. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 20, 21, 22, 23, 24, 25 and 26 People are provided with safe, comfortable and relaxing surroundings that include specialist facilities and adaptations. EVIDENCE: There is a recorded programme in place to maintain the furnishings and fittings and this has been time-scaled. Work that was identified at the previous inspection has been implemented. People are very comfortable with their own rooms and having them how they want and need them. The home has a range of specialist equipment to help people’s independence and appropriately placed call bells to assist people. The home throughout is bright, clean and pleasant. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28 and 30 People in the home are attended to and supported by a manager and staff group that place people’s needs first and who are trained in meeting these needs. EVIDENCE: The manager and staff are very knowledgeable about people’s individual needs and wishes and continue to provide a high standard of care that people in the home are pleased about and comfortable with. Care staff are involved in a positive training and development programme that provides them with the appropriate skills to meet the needs of residents. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 32 and 38 The registered manager continues to provide very positive leadership, guidance and supervision for staff to make sure that people in the home receive a consistent quality of care. Practices in the home promote and safeguard the health, safety and welfare of people ion the home. EVIDENCE: The registered manager is highly qualified and experienced in a managerial position. The practices that are promoted in the home are for the benefit of people who live there and are the centre of attention. Staff had received regular formal and informal supervision, and appropriately informed of people’s care needs and wishes. The records inspected ensure that people’s rights and best interests are safeguarded and promoted. The home is well maintained with no obvious hazards to people’s welfare and records show that fire drills and instructions had taken place regularly.
