Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The results of the previous key inspection of the service. What has this told us about the service? The previous key inspection report for 15th July 2008 identified that people who use the service benefit from the home having good systems for assessing peoples needs. Residents are involved with the care planning process which is person centered and is produced in a pictorial format for service users to understand fully. The report said that residents are supported to make their own decisions about their lives. The homes annual quality assurance assessment (AQAA) was detailed and gave us all the information we asked for. We looked at the information in the AQAA and our judgment is that the home is still providing a good service to people who use the service. The AQAA stated that residents choices, goals and aspirations are at the heart of the care planning at all times and that they are fully involved with planning their lives and will inform key workers if they want to change anything within their lives. The AQAA states that in the past year the home have put in place a residents life file in an appropriate format that enables the resident to be able to help record more about themselves and to see what choices they have made. The AQAA identifies that the home aims to continue to improve the process of reviewing care plans and life plans to ensure that residents changing needs, likes and dislikes are identified and acted on. The AQAA states that the residents that live in the home have the opportunity to engage in a wide range of activities both inside and outside of the home and are supported to undertake educational courses and work placements. The AQAA states that residents have monthly meetings where their views and concerns are recorded and acted on and that residents surveys are carried out twice year and are completed by residents with the support of advocates or relatives. The AQAA states how the service has improved during the last twelve months and that there are more group outings taking place, the residents have had a group holiday and various environmental improvements have been made as a result of listening to the residents comments. There are also future environmental improvements planned for Annual Service Review Page 4 of 7 the coming year which is mostly internal decoration and refurbishing the shower room. Service users are encouraged to undertake their activities of daily living independently as they are able within a risk assessment framework and to lead a full, interesting and enjoyable life style. The AQAA says that residents are supported to attend annual health checks at their registered GP surgery and are supported to attend dentists, opticians and other health care appointments. The AQAA says that the home has a well trained, experienced and stable staff team which residents are able to trust and rely on and gives them the confidence to voice their opinions and empowers them to communicate freely with staff. The AQAA states other improvements for the coming year as: Staff to continue to receive the training they need to improve the involvement of residents in their care planning. The home wishes to continue to fund raise to purchase their own people carrier which will result in them saving money on transport and enable them to enjoy more activities in the community. The barriers identified to this are financial restraints on buying a larger vehicle to benefit residents from the home and the sister home close by, to participate in community activity. Since the last inspection the AQAA states the home has received no complaints. CQC have also not received any complaints about the service. The AQAA states that staff continue to improve residents awareness of abuse issues and what to do if they are not happy and to remind them of their rights regarding complaints. The organisation has robust recruitment practices to ensure the safety of the residents. The AQAA identified that the home ensures that equality and diversity within the service is promoted from the time of recruitment and selection. The AQAA states that cross gender care professionals are established for each resident and the choices are respected. Residents sexual orientations are supported by ensuring they are given the knowledge to keep safe within their sexuality and other issues that surround this area. Barriers caused by any disability is risk assessed in order to achieve maximum fulfillment and independence. For this annual service review we sent out 4 service user surveys, 3 relative surveys, 2 visiting professional surveys, 2 care manager surveys and 6 staff surveys. We received comments through survey questionnaires from four service users who were positive in their comments and two parents, who were also made positive comments. Comments said: They always let me make decisions about what I do each day. Carers always listen to what I have to say. They keep the house clean. They look after me. I know how to make a complaint. The staff help me with my things. I get clean stuff. Comments from parents were complimentary saying: Montserrat Road provides my son with a Annual Service Review Page 5 of 7 safe, caring and friendly environment. The staff are responsive to his wishes and provide facilities for his social life which he enjoys including holidays away from the home. He is treated as an adult but does need prompting in some areas of his personal care. 33 Montserrat Road is an excellent home for my son and I commend the manager and her staff for their care and attention to residents. The home has given my son a stable platform in his life, he has had many placements since going into care which have not been suitable for him. However, we as parents are very satisfied with the way he is being looked after. We are kept well informed of any matters that we should know about. The home continues to keep us informed of any significant events and data in the AQAA demonstrates that policies and procedures are kept under review and there are not any concerns as to the safety of the home. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and we will do a key inspection by the 15th July 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
