If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Lord Street Care Home is currently registered to accommodate up to three adults who have a learning disability. The home is located in a quiet residential area of St Annes but within easy reach of the main shopping centre of the town and community facilities and resources. Communal areas of the home are domestic in character and each resident is accommodated in single bedroom accommodation. People living at the home access the local community and are an accepted part of it. The staff group ensure there is a homely and comfortable atmosphere in the home and that residents are enabled and empowered to maintain and maximise their independence. 2 2 0 1 2 0 0 9 Annual Service Review Page 2 of 7 Fees are variable and dependent on the level of service required. The current level of fees range between £580:83 per week and £759:00 per week. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned by to us by people living at the home and from some members of staff. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What has this told us about the service? The service sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service to the people who live there. People living at the home always tell us that they are happy living there and that they like the staff that help to support them. This means that people at the home are comfortable and relaxed that helps to ensure that they experience as good a quality of life as possible. One resident told us that the staff group, Look after me and also told us that he was going on holiday. Another resident said, I am happy and that he was also saving up for a holiday. Comments from staff were equally positive. Members of staff that completed a Care Quality Commission survey said they felt well supported and that they always received good information so that a high quality service was always provided. Staff also told us that they received appropriate training so that they understood the needs and requirements of each person living at the home and that the communication systems and information sharing between staff was good. One member of staff told us that the service. Looks after the needs of all service users by involving them in all care aspects. Management put me through all training for my role - I didnt know I could do it but I am now doing my National Vocational Qualification (NVQ) level 3 in care. Another member of staff told us the home, Helps clients have a great life. I have been here over six years and really enjoy my job, there is great team support. Annual Service Review Page 4 of 7 Staff training is given priority. Currently 90 of the staff team hold a NVQ Level 2 or above. This is to be commended and shows that the vast majority of the staff team have had their work assessed and are deemed to be competent in their work role. The AQAA told us that two members of the staff team are now undertaking the more advanced NVQ Level 3 award and the House Leader has commenced NVQ Level 4 and the Registered Managers award. This is a qualification that all managers of care homes are expected to achieve so as to ensure that the home is run in the best interests of the people that live there. The Registered Manager and Business Partner have both already successfully completed the Registered Managers Award We were also told that an extensive policy and procedures regarding Deprivation of Liberty Safeguards has been developed. The staff team have already received training in respect of this matter, as did one of the residents who was also fully involved in the training and understood the information provided in a pictorial format. We were also told that because of the implications of the Deprivation of Liberty Safeguards, a number of the other policies and procedures have been amended to take into account the requirements of these safeguards. This has included policies in respect of adult protection, concerns and complaints, whistle-blowing, physical intervention and restraint and aggression. This is good practice and shows that the management team have been pro active in ensuring that staff have been made aware of the new safeguards and how this influences working practices so that residents are further protected. The AQAA told us that the views of residents are considered very important and that people living at the home are fully involved in making important decisions. Regular service user meetings take place so that people can have their say about what they would like to happen, this is then incorporated in their individual person centred plan where ever possible. Service user network meetings also provide an opportunity for residents to express their views and opinions and regular review meeting take place in respect of each individual resident to ensure that all staff are aware of the individuals views and wishes. Residents have also been invited on to the panel of interviewers when employing new staff. We were told that this had worked very well, with questions directed to the prospective employee directly from the resident. One resident commented that he felt important when doing this and would like to be involved in the future. This was taken on board and this particular resident is now always asked if he would like to attend meetings which would be of interest to him. Each newly admitted resident is provided with an individual copy of the homes Service User Guide that is presented in an easy read format. The homes Statement of Purpose is also made available for anybody who wishes to read it. These two important booklets tell residents and other interested people about the home and the facilities and services provided. This helps people considering moving into the home and their supporters to make a informed decision about living at Lord Street Care Home. So as to ensure that each resident could have access to an independent person to support them if required, an advocacy service has visited the home and spoken with residents about the service they provide and the support that could be offered. Information about this is now also held in each residents file. Two new members of staff have also been appointed. This has enabled residents to enjoy more one to one Annual Service Review Page 5 of 7 time as well as enabling everybody to have more days out to places of interest. The AQAA showed that in the last twelve months one complaint had been received. This was thoroughly investigated using the homes complaint procedure, the complaint was upheld. This shows that complaints are taken seriously and acted upon. The registered manager at Lord Street Care Home continues to let us know about anything that affects the health or welfare of people living at the home. The notifications show us that the registered manager manages issues that arise well. What are we going to do as a result of this annual service review? We will continue to monitor the service. We can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
