Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The results of the previous key inspection of the service on 09/12/2008. What has this told us about the service? The homes annual quality assurance assessment (AQAA) was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know some of the further improvements they need to make. For example, the service highlights that they could do better in evidencing individuals goals and aspirations in a user friendly format and for all staff to receive training in person centred active support. The service also states that they could involve the people using the service in the staff recruitment process. In terms of the environment, the AQAA states that the sensory room would benefit from being updated, the garden could be improved and a sensory garden built on and an action plan put in place for the redecoration of the communal areas, involving the people using the service in this. The AQAA told us that there are plans in place to futher improve communication aids within the service and to develop user friendly picture/photo books detailing medical appointments. This would benefit people using the service by providing them with more information and choice and reducing any stress and confusion around these appointments. The service also plans to ensure regular quality audits are carried out. The service has also told us about some of the improvements they have made. A ceiling hoist has been purchased for the hydro pool, enabling people with physical disabilities using the service to have ease of access to the pool. The house vehicle has been updated to include an electrically operated chair to promote the independence of those with a physical disability. Trees have been cut down in the garden to make it larger and people using the service are supported to be involved in the maintenance of the garden. The AQAA also told us that one person has been admitted to the service within the last twelve months. The service has received one complaint, but we have not been told if this was responded to within the 28-day timeframe. The AQAA states that there have Annual Service Review Page 4 of 6 been no safeguarding referrals or investigations. The AQAA confirms that all necessary employment checks are carried out when recruiting staff. As part of this annual service review we sent out survey questionnaires for people who use the service and social/health care professionals who have contact with the service. No responses had been received at the time of writing the draft report. The service has not had a registered manager in post since March 2009. The current manager is in the process of applying for registration. She has been in post since August 2009. At the last key inspection, two requirements were identified. One was for the service to have a controlled drug storage facility to comply with changes in the legislation. The previous manager informed us that action has been taken to meet this requirement. Another requirement was made around the system of staff training and recording. The AQAA told us that staff are offered an extensive training package and there are plans for this to grow to become more service user specific and contain specialist training. The service continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? The Care Quality Commission will continue to monitor the service and the schedule of inspection will be kept under review. However, the CQC can inspect the service at any time should there be any concerns about the quality of the service or the safety of the people using it.
