Acorn Court is a registered care home with service user accommodation arranged over three floors. The property is located on a new housing development on the outskirts of the town of Redhill in Surrey. The home provides accommodation, nursing and personal care for up to 86 residents. The home is owned and operated by Carebase (Redhill) Ltd. The ground floor of the home accommodates up to 8 people who have an acquired brain injury in a seperate specialist unit. These people can be in the age range of 18 to 65 and of either gender. The ground floor also provides accommodation for 17 older people. The first floor accommodates 30 older people and those who have dementia who also require nursing care. The top floor of the care home accommodates 31 people who have dementia. Each floor consists of single occupancy bedrooms with en-suite bathrooms. The ensuite bathrooms consist of a toilet, low-level sink and level access shower. These are fully adapted to suit those with mobility problems. The 8 bed acquired brain injury unit on the ground floor is designed to the same specifications as other bedrooms in the home, but the rooms, and in particular the en-suite facilities, are much bigger. Overhead hoist tracking is also in place. The home has been purpose built and is wheelchair accessible throughout with upper floors serviced by two passenger lifts and staircases. There is a car park to the front of the building and secure enclosed gardens to the side and to the rear of the property. The gardens are easily accessible to residents and have pathways throughout. The home employs registered nurses and care staff working a roster, which provides 24-hour cover. Ancillary staff for reception/administration, catering, maintenance and housekeeping duties are also employed. The home has a dedicated activities coordinator.Annual Service Review

Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gives some numerical information about the service. Information we have about how well the service has managed any concerns or complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection report dated 11th July 2008. Relevant information received from other organisations. As part of the review process, CQC surveys were sent out to people receiving services at Acorn Court, as well as health and social care professionals involved with the home. This is done to find out how satisfied people are with the standard of care the home provides. We had a brief discussion with the Registered Manager to clarify points raised in the AQAA and to further update us. What has this told us about the service? This is the first annual service review of this home. Acorn Court was awarded the quality rating of 2 stars - Good following the homes first Key Inspection undertaken on the 11th July 2008. In preparation for this annual service review the home completed and returned their AQAA (annual quality assurance assessment) when we asked for it and within the timescale given to them. The document was informative and provided us with a good picture of what was happening in the home. It identified areas where the service had improved in the last year and others where further developments were being planned. It included evidence that the service regularly seeks the views of the people who live in the home to inform their planning. For example, the manager records that as a direct result of listening to people who use the service they have, in partnership with another home in the Carebase group, purchased a 16 seater passenger bus to enable more service user outings and community based activities to be planned over the next 12 months. The registered manager also records that he has arranged for the homes activities coordinator to attend training in therapeutic hand and neck massage. This activity will be added to a developing programme of one to one activities that residents said they would like to be offered more of. Residents also commented that Annual Service Review Page 4 of 7 the view from the home, which currently overlooks a housing construction site, could be improved upon. Acorn Court is now in the process of planting tall shrubbery and trees at key strategic points around the perimeter of the property to act as a shield and make the view more pleasing. The last inspection report was largely very positive about the service provided at the home. There were however some areas for improvement. Three good practice recommendations were made. The manager states that the issues identified have all since been addressed and resolved. Acorn Court is a new purpose built care home and has only been operational for just over a year. The homes AQAA records that they have now completed much of the snagging list with the builder, ironing out issues around bubbled carpet, cracked tiles, and ill fitting door locks. Staff have received training on how to safely use new equipment and cleaning products within the home and contracts have been set up with outside vendors for service maintenance of key items such as lifts and kitchen equipment. A full set of tools and other relevant equipment has been purchased for the homes maintenance staff to make minor repairs as needed. Good environmental maintenance ensures that service users continue to be provided with a safe, homely and attractive place to live. The home makes contact with the commission if there are any significant events that affect the well being of the people who live there. The home also has strategies in place to ensure that those who live there and those that visit can make their views and complaints known. In the last 12 months they have received two formal complaints. These have been investigated and responded to using the homes published complaints procedure. Our records indicate that there have been no adult protection alerts in which the home or The CQC has been involved in. Evidence further shows that robust staff recruitment procedures are in now in place, which also ensures residents, are safe and protected from harm. Services that provide social care must be sensitive to people of different cultures, age, gender, faith and sexual orientation. Throughout the homes annual quality assurance assessment, it was clear that equality and diversity issues are promoted by the manager and incorporated within the service. He records....Acorn Court is updating its statement of purpose and service user guide to alert residents families to our international workforce, anti-discrimination policies and our commitment to diversity and the celebration of it. The home takes the training and development of staff seriously and looks for individuals who are able to undertake all aspects of mandatory training and prove competency at NVQ Level 2 or above. The homes AQAA evidences that out of the 15 permanent care staff, 8 are qualified at NVQ Level 2 or above and more staff will be required to qualify. This approach ensures the home safeguards the welfare of residents by providing the correct skill mix of staff on duty rosters. The manager records....We have contracted with an outside training provider for specialist training in person centred care planning and other staff mandatory training courses during 2009/10. In addition, the manager speaks of accessing Mental Capacity Act 2005 and Deprivation of Liberty Standards training this year. This will ensure that staff are aware of new legislation and the good practice demands placed upon them. What are we going to do as a result of this annual service review? There will be no change to our current inspection plan. A key unannounced inspection will be undertaken of this service by the 10th July 2010. However we can inspect at any time if we have concerns about the quality of the service or the safety of the people using the service.
