What the care home does well The home provides sensitive, personalised and well-focused care to its residents. Residents say that they are well looked after, and that the staff are very caring. Staff treat the residents with great respect at all times, and encourage and support them to be as independent as possible. The home is well-managed and has a stable and experienced staff group. What the care home could do better: The responsible persons and the registered manager must make sure that all parts of the improvement plan are carried out at the agreed dates, and that the building is maintained in a safe and well-maintained condition in the future. The home is located within a residential area of the west end of Newcastle upon Tyne. The three-storey property is converted from two adjacent Victorian houses. There is a passenger lift to all floors. There is easy access by public transport and to local amenities and shops. The fees payable are from £373 to £383 per week, with extra payments for 3 0 0 9 2 0 0 9 Care Homes for Older People Page 2 of 10 Brief description of the care home hairdressing, toiletries and newspapers. Care Homes for Older People Page 3 of 10 What we found: This random unannounced inspection of Bowland Lodge was made to check that the home had complied with the requirements of the Statutory Requirement Notice issued on 1st October 2009, the compliance date for which was the 30th November 2009. At the key inspection on 17th and 30th September 2009 the registered persons were required to ensure that the building complies with the requirements of the local fire service. The registered persons have developed a Fire Risk assessment that meets the requirements of the Regulatory Reform (Fire Safety) Order 2005, and the fire service have acknowledged this writing, formally withdrawing the Enforcement Notice no. 00000374/77 served on 26/08/2009. The registered persons were also required to ensure that that a programme of routine maintenance and renewal of the fabric of the building and decoration is produced and implemented with records kept. In particular, window frames must be replaced, fire doors upgraded with smoke seals, water damage repaired, unsuitable baths replaced, and carpets replaced where necessary. The registered manager provided a written programme dated 1st December. This shows that the building renewal programme will start in February, when all the priority fire safety work will have been completed. It includes details of the contractors chosen, with quotes where available. It covers upgrading fire doors; repairing water damage to bedrooms; replacement of unsuitable bathing facilities; replacement of carpets; refurbishment and redecoration. Regarding the replacement of window frames, a contractor has been selected and a price agreed, but the proprietors are awaiting planning permission for the work to start. The manager has booked six senior on a fire marshall course. She is researching appropriate fire safety courses, with the aim of gaining a suitable qualification for her to give certificated training to her staff. Risk assessments are in place. These cover both the risks to each individual resident, including any staff interventions necessary, and overall building fire safety (now approved by the fire service - documentary evidence provided).
