Castle Bank is a care home registered to provide care (not including nursing care) and accommodation for 33 older people. The home is owned by X9 Health Care Castle Bank Ltd. The home is located in the small town of Tow Law, which is in the West of County Durham and is convenient for all the town`s amenities. The home consists of an extended and adapted, two storey building. All bedrooms are currently in single use although there are three rooms which can be used as doubles should the need arise. There is an adequate number of toilets and bathrooms and en-suite facilities have been added to some bedrooms, one of which has had a shower installed. There is a through floor lift to the first floor. The home has a pleasant garden to the rear, which offers views over the local countryside and the town itself and a conservatory is available where residents can sit and enjoy the views in all weathers. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? The last Key inspection was carried out 5th March 2009. We looked at all the information that we have received or asked for since the last key inspection. This includes: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service, staff and other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and also discussed issues about the home with the registered manager and our judgement is that the home continues to provide a good service and that they know what further improvements they need to make. The home tells us that they have worked hard over the past 12 months to maintain the high standard of care previously established and to retain the competent and consistent workforce. In addition to this, through an ongoing refurbishment programme, they have aimed to develop an environment within the home that is safe, attractive and that offers service users accommodation of a high standard and comfort, while at the same time that meets their needs. The home has aimed to plan the work needed well and to carry it out in a way that causes minimal disruption and risk to the people living at the home and this to date has been successful. Recent work carried out includes the replacement of; all windows to the front of the building, the replacement of the entrance porch and all exterior doors and a new roof has to the rear of the building. As a result the home tells us that the security, warmth and comfort throughout the building is much improved. The home employs two handypersons that ensure that the relevant safety checks needed throughout the home are systematically carried out and recorded effectively in a service log. People living at the home tell us that they are happy there and when asked what they thought the home did well the following comments were made, Annual Service Review Page 4 of 7 The home is very clean and well cared for and the staff are very friendly. I have been here for 5 years and there have been many improvements in the home. One relative said, The staff are very supportive and my Xs needs are taken care of and their well being is always considered. The home tells us that they continue to improve their care plans by ensuring that they are regularly reviewed and updated. They are person centred and have risk strategy plans integral to them. The home feels that they have developed a good relationship with healthcare professionals who they refer to for specialist guidance. The guidance provided is then recorded in the care plan for care staff to follow. This results in the service user receiving care that is consistenty and appropriately delivered. Social and healthcare professionals confirmed that good relationships have developed with the home and furthermore they positively promoted the standard of care delivered. Some comments made by them include; Staff are friendly and helpful even if I arrive without an appointment. The staff always make sure that there are no underlying medical problems that might be affecting someones behaviour before they refer the person to the psychiatric services. Castle Bank provides a good responsive service. They ensure that residents care needs are appropriately met and liase with the social worker if they have any concerns regarding clients. Staff are always approachable. The home feels that their staffing and staff retention levels are excellent. This they contribute to their committment to offering good training opportunities, which has resulted in a high percentage of qualified staff. 90 of staff are qualified in NVQ 2 and above and staff who are not, are working towards it and furthermore all senior staff are qualified in NVQ level 4. Staff tell us that they are happy working at home and some made the following comments; This is a lovely family environment for everyone. I am very happy at Castle Bank, they are always giving training to help me with meeting the needs of residents. The home looks after residents very well and meets their individual needs. Staff communicate well and work well as a team. Annual Service Review Page 5 of 7 I have worked here for 10 years and intend to stay until I retire. The home continues to let us know about things that have happened since the last key inspection and they show that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 5th March 2012. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
