Church View is a purpose built home which has been fully refurbished and renovated within the past 5 years. It is situated in a village setting at South Church just outside Bishop Auckland. There is a regular bus service (with a stop very close to the home) to Bishop Auckland where there is a railway station. The home has a secure private garden and a large parking area. The entrance is accessible for people with mobility problems and there is a passenger lift. The home is on two floors which work as separate units: the first floor is for twentyfive elderly people with dementia and the ground floor accommodates up to twenty elderly people. All the bedrooms are well-equipped singles with en suite toilets and wash hand basins. Each unit has its own lounges and dining room.

What the care home does well Hadrian Park provides a comfortable and homely environment for people to live. What the care home could do better: An assisted shower should be available on the ground floor to ensure people living there are given a choice of a bath or shower. Flooring needs to be replaced in some of the toilets. Staff training is required in COSSH, First Aid and Dementia Awareness. Staff working on the dementia care unit should also receive training in challenging behaviour. Care Homes for Older People Page 3 of 11 What we found: This inspection was a random unannounced inspection. It took place on 16 June 2010 and was completed in one day by two compliance inspectors. At the time of the inspection there was a manager in post, however an application had not been made to the Care Quality Commission for the manager to become registered. The purpose of the inspection was to look at a range of matters that effect the care, welfare and wellbeing of people living at Church View and also to follow up the requirements made at the last key inspection of 03/06/2009. During the visit we looked at a number of care records of people living at Church View, medication administration records, staff recruitment records, staff training records and staff supervision records. We also looked at some maintenance and servicing information along with quality assurance information. We had a look around the home, spoke with people living there, staff and the manager. The care files of three people at Church View were looked at, one from the dementia care unit and two from the older persons unit. One of the care records was for a person who had been recently admitted to the home. The files contained assessments, which had been carried out prior to the people moving in. In general assessments had been completed, however care must be taken to ensure they are always dated and areas completed such as the persons life history. From the assessments, care plans are formulated. There were some good examples of well written plans, for example, in eating and drinking for one person it stated that they preferred brown bread and didnt like cheese. This lady takes her meals in the dining room and eats over half of every meal. She also likes to have a jug of juice in her room. Another persons care plan for eating and drinking was very detailed with evidence of nutrition and a dietetics referral for nutritional support. However there were 5 care plans in place and they needed to be incorporated into one. Care needs to be taken to ensure the plans are dated when they are changed or updated. In some instances risk assessments need to be more detailed. One person had a risk assessment for being at risk of falls. The control measure were quite generic, for example suitable footwear to be worn, no obstacles, talks about using a walking frame. However in the persons moving and handling assessment, a walking stick was used. Medication systems were looked at. The medication administration records for prescribed medication were found to be complete with no gaps in the recording. When peoples prescribed creams or bottles are opened they were dated. The home employs an activities co-ordinator and on the day of the inspection people from the unit on the first floor went downstairs to join in with a game, using inflatable hands and passing an inflatable ball and dancing. This caused great enjoyment. Some people preferred just to watch, there was also music playing and a sing a long. Care Homes for Older People Page 4 of 11 People spoken to during the inspection had lots of positive comments such as; Staff are always there to see to me, I couldnt wish for better. I am looked after really well. The staff are very good, marvelous. You can search the world and wont be able to find a better place. It is lively here, I like to sit in the garden. There is always the manager or deputy available. There had not been any complaints made since the previous inspection. A tour of the home took place. Every where was clean and tidy and peoples bedrooms contained personal items. Due to the lay out of the home there is no air flow on the first floor and as it was a very warm day the unit was musty and not fresh. Since the previous inspection an assisted bath had been installed on the first floor, therefore giving people a choice of a bath or the assisted shower. However on the ground floor there is only an assisted bath, no shower is available. If people wish to have a shower they need to go to the upstairs unit. The bath panel and the boxed areas in bathroom 2 on the ground floor are worn and damp and need replacing. The walls also require re decorating. The flooring in toilets 2 and 3 on the ground floor needs replacing. On the first floor the flooring in toilets 4 and 5 is very stained and needs attention/replacing. Three staff files were examined, one was from a person who commenced employment in April 2010 and two were from staff who had worked in the home for some time. References and CRB checks were complete for two people. For the third person a reference had not been requested from their previous employment. Induction training for two people had not been completed and none of the staff supervisions in the files were up to date. The staff training matrix was examined and discussion took place with the manager regarding training. The manager said the matrix was not up to date, and this was due to the Administrator being off. It was also agreed that training is required in many areas such as First Aid, COSHH, Dementia Awareness and Challenging Behaviour. The home has a manager who has been in place since September 2007. However she has not been registered by the Care Quality Commission. A completed application was confirmed to be at the organisations Head Office. This application must be forwarded to the Commission.
