Previous to this we rated the service new because it had new providers. Clifton View is a domestic type property situated close to Rotherham town centre and across from Clifton Park. It is on a main bus route and provides people with good access to community facilities.Annual Service ReviewThe property is a mid terraced victorian house providing support and accommodation for three adults with a learning disability. All bedrooms have single bedroom accommodation and there is ample communal living space. People share a communal lounge and dining/kitchen space. There is one bathroom with bath, and W.C. on the first floor. All people`s bedrooms are fitted with door locks to enable them to have privacy. Clifton View is one of four small homes owned by the same proprietor in the Rotherham area. Annual Service Review Page 2 of 6 The property is a mid terraced victorian house providing support and accommodation for three adults with a learning disability. All bedrooms have single bedroom accommodation and there is ample communal living space. People share a communal lounge and dining/kitchen space. Clifton View is one of four small homes owned by the same proprietor in the Rotherham area. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included,The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. We did not received any surveys from people using the service and from other people with an interest in the service, on this occasion. We looked at information we have about how the service has managed any complaints. And checked what the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. We considered the previous key inspection and the results of any other visits that we have made to the service in the last 12 months. And we looked at any relevant information from other organisations; and what other people have told us about the service. What has this told us about the service? The AQAA told us this is a small service, two people were living at the service, in May 2009, when the providers sent us their information. The service gets the views of people who live at the home from questionnaires. Each person has a key worker and is able to talk to staff on a daily basis. The home is small and this creates a good opportunity for people to discuss and share their views with staff. The home has changed the way they shop and plan menus in response to peoples choices and preferences. The home gives people choices, and in turn this meets their equality and diversity needs. For example the home support people to follow their chosen beliefs. The providers of Clifton View recognise they need to improve the homes repairs and maintenance, and staff training. The providers are aware of the homes budget and have set out priorities in order to achieve the improvements. The providers have rewired the premises. The provider told us he had completed futher major refurbishments, and had further plans, such as decorating the Hallway. We agreed to change the draft report to reflect this. The home carries out a full assessment of peoples needs before they come to live at Clifton View, they can visit the home and stay overnight to find out whether it is the Annual Service Review Page 4 of 6 right place for them to live. The providers and manager also consult the existing people living at the home. People can participate in drawing up their own care-plans; and staff support them to access health care services. People receive support from staff if they wish to self medicate. This is good practice because it encourages independence, dignity and respect. People have health action plans. The home have received guidance from Rotherham contracts and performance team to help improve the care plans. Staff have received training in safeguarding adults. People can talk to staff or their key workers if they have a concern or complaint. The home has had two safeguarding referrals, the manager and providers have worked with Rotherham Local Authority with these. The manager is aware of recommendations that they need to put in place to better safeguard people. These include using body maps following a physical injury, staff training on de-escalation techniques, and improvement in the way staff communicate with people. One safeguarding referral has concluded and this was upheld. We do not yet know the outcome of the second referral. The home plans to produce a complaints procedure in pictorial form to enable people who live at the home to better understand how they can complain if they wish. 50 of staff have a National Vocational Qualification in care at level two. The provider told us the manager had completed her Registered Managers Award at level 4 (RMA) and was waiting for the certificate to be issued. The homes AQAA told us they did not have the following policies in place. EC Regulation 852/2004 and the Food Hygiene (England) Regulations 2006 Individual planning and review Induction and foundation training (now Common Induction Standards) However, the provider told us this was an error made on the AQAA, and all policies and procedures were in place. We agreed to change the draft report to reflect this. What are we going to do as a result of this annual service review? We have revised our inspection plan based on information about the services environment, safeguarding recommendations and support to improve care plans. We will carry out a key inspection by 22/06/2010 However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
