We looked at all the information that we had received, or asked for, since the last annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and staff who work for the service. Information we have received about how the service has managed any complaints. What the service has told us about things that have happened at the home. These are called notifications and in some circumstances are a legal requirement. The previous key inspection, any other visits made to the service and the last annual service review if appropriate. Relevant information provided by other organisations and what other people have told us about the service. What has this told us about the service? The service sent us their annual quality assurance assessment (AQAA). It provided all of the information we had asked for and had been completed clearly. The information in the AQAA supported our judgement that the service is still providing a good service. It showed that they know what they do well, what needs to be improved and have some plans in place to maintain standards and make things better. This includes involving and seeking the views of people who use the service. We noticed that the AQAA said that no staff have received training in infection control and that nutritional screening/assessments are not currently used at the home. We would expect staff to be trained in the prevention and control of infection and that nutritional screening was part of the homes assessment and support planning processes. The home has policies and procedures in place, although a number of these have not been reviewed since 2006 according to the information provided. We have received four notifications from the service since the last key inspection. These notifications and the information in the AQAA suggest that the home notifies us of appropriate events that happen there. However, the information provided in the AQAA does suggest that the home needs to apply for a variation in registration, to ensure that the appropriate registration categories and conditions are in place for the people who are now living there. This has been brought to the managers attention. There have been no complaints made directly to us and we have not been made aware of any safeguarding issues at the service since the last key inspection. Information provided in the AQAA told us that no complaints have been made directly to the home Annual Service Review Page 3 of 5 and that there have been no safeguarding issues. In surveys two people who use the service told us that they had someone they could talk to if they were unhappy and knew how to make a complaint if they needed to. The two staff who returned surveys said they knew what to do if someone had concerns about the service. Two people who use the service completed and returned surveys to us. A member of the homes staff had helped both people to complete these surveys. Both people said that they could make decisions about what they did each day and that staff treated them well. When we asked what the home did well both people said look after me well. In future it would be good practice for people to be assisted to complete surveys by an independent relative, friend or advocate, with the homes staff assisting only where such support is not available. Two staff returned surveys. Staff told us that they receive relevant training and are provided with the support they need to do their jobs. Comments made when staff were asked what the service does well included the home covers the everyday needs for each person who lives here really well, the manager supports his staff and bends over backwards to help them and staff work well as a team, keep records up to date, good communication between staff. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a key inspection by 15th September 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of people using the service.
