The Home is situated in Kingswood, behind Cossham Hospital and is set in its own grounds. The home is a purpose built property providing single en-suite rooms designed for people with physical disabilities. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints or safeguarding referrals. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations and healthcare professionals. What has this told us about the service? We looked at the information in the AQAA and our judgement is that, this care home is still providing a good service, and they know what further improvements they need to make. The AQAA was well written and was handed in within timescales. It informed us what changes had been made and what the plans are for the future. The AQAA informed us that the agency are continuing to listen to the views of people who use the service. The AQAA lists that this is done by: holding regular service user meetings supported by a representative to discuss relevant issues to the client group and service. The home also hold regular minuted meetings with both staff and service users. Staff at the home also gain feedback by using a key worker who supports people to complete their individual service plan, detailing their individual choice and support needs, (including family input where appropriate). For people with communication difficulties, the AQAA states that support is provided to enable them to give an opinion, and states that this is done with support from the regional communication officer and community speech and language therapy teams. The service tell us that they conduct annual service user surveys and use a complaints procedure (formal and informal) to ensure that feedback and issues are identified. Despite being rated good at the last inspection the service continues to make improvements to ensure that peoples views are taken seriously. The AQAA lists these changes as 1 Further upgraded gardens to become more sensory and to have greater access to more people, including involvement of clients in what is required 2 Further Annual Service Review Page 4 of 7 redecoration of communal areas (lounges and dinning room, corridors) incorporating residents colour and furniture choices and art work 3 Increasing the number of volunteers who support the service and individuals 4 Setting targets for fundraising for funds to support given projects eg additional funding for the garden, activities 5 Extension of 5 beds completed and opened in October 2008 in response to PCT needs for additional clients 6 Increased service user participation and involvement in staff recruitment 7 Greater variety of social activities in house and in the community including attendance of college courses 8. Service users supported to produce in-house newsletter 9 Supporting service users to voice their opinions in the community eg. Commenting on planning permissions for neighbouring hospital development The AQAA summarises the improvements as: Managing to discharge some people into the community into their own homes. It also stated that the service is: developing and growing a volunteer team and social activities programme within the service, improving staff training and NVQ achievements, and increasing the reputation as a centre of excellence for rehabilitation and developing skills with Huntingtons disease. The AQAA states that barriers to improvement of the service include staff sickness level and recruitment of new clients. The service stated that they have tried to reduce the impact of these barriers by facilitating meetings with service users and staff, networking with external agencies, monitoring sickness of staff, increasing the use of volunteers and the improvement of recruitment an induction practices. All areas of the AQAA provide evidence that this service does well and detail what the service could do better. All outcome groups contained information of what has improved since the last inspection and also provided information regarding proactive maintenance of the premises. Lines of communication with us are effective and professional. The service continued to inform us of events that occur in the home. (These are called notifications and are a legal requirement.) The AQAA states that the service have received six informal complaints in the last year. Of these, the service state they have dealt with all six of these complaints within the 28 days and that three have been upheld. The Care Quality Commission have not received any complaints regarding this service. The service communicates effectively with us. When they receive safeguarding alerts they demonstrate that they are able to manage these in a professional and appropriate way. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 8th of February 2011 However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
