Fazakerley House Care Centre is registered to provide personal care and support for up to 45 older people, including older people with a physical disability. The premises is well maintained and furnished and decorated to a very good standard as a new 15 bed extension has recently been built and the existing building was completely refurbished in 2005. Thirty-one of the rooms are equipped with en-suites and toilet and bathing facilities are located throughout. A call bell system is fitted in all areas of the care centre. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at the all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to use by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. surveys returned to us by people using the service and from other people with an interest in the service. Information about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgment is that the home is still providing and quality service and they know what further improvements they intend to make. The home has recently reviewed and updated the Service User Guide and Statement of Purpose. These are given to prospective and current service users and a detailed brochure regarding the home has been prepared to provide full details about the services and facilities provided by the home. All prospective service users are fully assessed prior to admission and admissions are not made until the home can confirm that they can meet their needs. A dedicated form is used to record information gathered at the assessment which includes care and social needs together with individual preferences. This information is used to prepare the initial plan of care. Visits to the home are encouraged to view the home and to meet with staff and other service users. A welcome pack and Guide to Life at Fazakerly House is issued to all new service users. Annual Service Review Page 4 of 7 Individual care plans are prepared with the service user, their relatives or Representative and any healthcare professionals involved in their care prior to admission. Care plans are reviewed monthly or more frequently as necessary. Risk assessments are undertaken and risk management plans put in place where needed. Medications are dealt with in accordance with the homes policy and procedure. The home employs and activities co-ordinator and a programme of activities is prepared and displayed in the home. Activities included armchair exercises, painting, baking and trips out. The home has a Residents Committee which meets every two months. Clergy visit the home on a regular basis and provide services and support for those who wish this. Plans are in place to provide transport for the home to enable additional trips out to be made available. The home has a robust complaints procedure which is displayed in all bedrooms and around the home. Complaints are dealt with in a timely manner in accordance with the policy and procedure. All staff have been given training on Safeguarding and additional training is being provided on The Deprivation of Liberty Safeguarding and The Mental Capacity Act. The home provides accommodation in single bedrooms, the majority having en-suite facilities. Ramps are provided to give full access to the home and aids and adaptations are provided as necessary to meet service users needs. Since the last inspection, a bigger and improved hairdressing salon has been provided. The smokers lounge has been redecorated and refurbished. The home continues to provide improved facilities through a major refurbishment programme. A sensory garden has been provided in the courtyard. All new staff are fully vetted prior to commencing work at the home to ensure that service users are protected. A robust recruitment procedure is followed. The home now provides 76 of staff with NVQ qualifications and additional staff are working towards this. Training is given to all staff on a regular basis and the deputy manager has now achieved the Registered Managers Award. The Registered Manager has the qualifications and experience necessary to manage a care service and continues to develop her knowledge and understanding through continued training. The manager has an open door policy and is accessible to service users, visitors and staff at all times. Annual customer satisfaction surveys are undertaken and the home has feedback cards to enable people to comment as they wish. Health and safety issues are addressed and regular checks are made on the premises and equipment on a regular basis. Policies and procedures are reviewed and updated regularly. The continues to let CQC know about things that have happened since the last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide quality outcomes for the people who use it. What are we going to do as a result of this annual service review? However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
