The care home is owned and managed by Meridian Healthcare Ltd. The home has been extended and developed over the years to provide care for up to 45 elderly people, some of whom may have dementia or a physical disability. A day care unit is also located within the building but is not subject to regulation. Single
Annual Service Review Page 2 of 6 1 7 1 0 2 0 0 7 room accommodation is provided over two floors. Forty-one bedrooms also benefit from en-suite facilities. Lounge and dining areas are located on both floors and each dining area has its own domestic kitchen. Five of the bedrooms at the home had been pre-booked to offer a transition service between people leaving hospital and either going back to their own homes or onto a care home. There are aids and adaptations to meet the assessed needs of the service users, in addition to passenger lifts. A landscaped garden is situated in the centre of the building and is fully accessible from the home. Fir Trees is located within a residential area of Dukinfield, close to the market town of Ashton-under-Lyne, with all the associated local facilities. Fees for accommodation and care at the home range from four hundred and five pounds eleven pence to four hundred and thirty pounds and eleven pence. Additional charges are also made for hairdressing, private chiropody services, newspapers, personal toiletries and access to some social activities in the community. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The Annual Quality Assurance Assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Any feedback we have received from people using the service, and feedback from staff members. Information we have on how the service has managed complaints. What the service has told us about things that have happened in the service. These are called notifications and are a legal requirement. The previous key inspection. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgment is that the home is still providing a good service to the people living in the home. From the information in the AQAA and from the findings at the previous inspection, we found that peoples needs were assessed and identified prior to moving into the home. This means that the service can be confident that they are able to meet assessed needs, and people using the service will be provided with this assurance. During the previous inspection visit we found that care plans covered a wide range of peoples needs. A recommendation had been made to make care planning more person centered, and the information in the AQAA showed us that this had been addressed. We were told that staff were supported to promote and develop person centered care planning and to help people to take control over their own lives. There was information in the previous report and in the AQAA to demonstrate that there was appropriate contact/ referrals and communications with health care support services. The information we have about this service is that they take complaints seriously, and that they support people to raise their concerns. Appropriate records, recording and monitoring systems were in place to use as a tool to look at how complaints are managed by the home. The information in the AQAA states that there have been five complaints received by the home in the last twelve months. The Commission has not received any recent complaints about this service. Annual Service Review Page 4 of 6 We have been told that staff are provided with information and training in how to identify and respond to concerns of adult protection. There are clear policies and procedures to support staff in ensuring that people in the home are protected. The information in the AQAA stated that staff training and development is ongoing so that they are confident in how to manage any safeguarding incident. Two safeguarding referrals have been made in the last twelve months, and these were managed by following local safeguarding procedures. Procedures were in place to ensure that quality monitoring took place on a regular basis. This involved seeking the views of the people living in the home, and the views of their family members or representatives. The information told us that quality assurance monitoring took place by involving people in the home through anonymous questionnaires. The information also told us that regular audits of key practices were carried out. This show us that there is a commitment to developing and improving the services to people living in the home, and to listening to their views and opinions. At the time of writing this report we had not received any returned feedback from people living in the home or staff members. however, during previous visits, people had spoken highly of the staff team and the services offered at Fir Trees. It was evident from discussion with the manaer that the previous requirment and recommendations had been fully addressed. The service continues to let us know about things that have happened and they have shown us that they have managed situations and issues well. They work well with us and have been able to show us that the service is run in the best interests of the people living there. What are we going to do as a result of this annual service review? We will continue to monitor information about Fir Trees. We can inspect the service at any time if we have concerns about the quality of the service or the safety of people using the service.
