We looked at all the information that we have received, or asked for, since the last key inspection. The registered provider was asked to provide the Commission with an Annual Quality Assurance Assessment (AQAA). This gives the provider the opportunity to carry out an assessment of the service and to tell us how well outcomes are being met for people using it, what the service is doing well, what has improved since the last inspection visit and how the service can continue to improve. It also provides us with information on how equality and diversity is being promoted within the service and gives us data on residents, staffing and policies and procedures. The AQAA was read in detail and some of the information in this has been used to help inform our findings of this annual service review. Surveys were sent to residents and staff. The feedback provided in these has been used to help us determine how the home is performing and if there have been any changes to the quality of the service since the last key inspection visit. We have looked at whether there have been any complaints or allegations made to the home or to the Commission about the home and how these have been managed. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. We have looked at any notifications received from the home. Notifications are made about any incidents, which may adversely effect the health and well being of residents and the registered provider has a legal obligation to make these. We have reviewed all information received regarding the home since the last inspection visit. Some of this information may have been received from the owners or manager of the home, from visiting professionals or from direct contacts to the Commission. What has this told us about the service? There has been a change of manager since the last inspection, which took place in March 2009. The AQAA told us that an acting manager has been appointed and the position for a permanent manager has been advertised. The providers assessment (AQAA) told us that all the National Minimum Standards for the service are being met. The AQAA showed that the acting manager is clear about what the service does well and what further improvements need to made. The AQAA also showed that the people who live at the home are consulted with about the way it is run. The acting manager recognises that they are striving to make further changes as a result of listening to people who live at the home. They were also able to evidence what they do well and changes, which have been made over the last year, which include: Records are better kept so that staff have accurate and up to date information about the needs of the residents. The complaints procedure is now available in picture format for people who struggle with written information. Parts of the home have been improved to the benefit of the residents. Staff have received further training so that they have up to date knowledge and skills to meet the needs of the residents. Details provided in the AQAA showed that no new residents have been admitted to the home since the last key inspection. The AQAA told us about the strict processes that would followed before a person decides to move in, so that they can be sure it is the right place for them to live. Annual Service Review Page 3 of 5 We were also told in the AQAA that new staff have started work at the home since the last key inspection. The AQAA showed that strict recruitment processes were followed before they were allowed to start work and they then took part in a structured and detailed induction programme. The AQAA also told us that all staff have been provided with training in mandatory subjects and half of the group have got or are working towards a National Vocational Qualification (NVQ) in Care level 2 or above. The AQAA told us that all the required policies, procedures and codes of conduct are available at the home and we were given the dates of when they were last reviewed. Some of them date back to 2003 and 2004, these should be reviewed and were necessary updated, to make sure that they include up to date information about health and safety, good practice and changes in the law. The AQAA showed that equipment and systems used at the home have been serviced or tested at the right times to make sure they are safe. A manager for the service continues to let us know about things that have happened since our last key inspection including sending us notifications and they have shown that they have managed issues well. We have not received any complaints about the service since the last inspection and the AQAA showed that no complaints have been made directly to the home. One safeguarding referral was made by the previous manager of the home, our records show that this was dealt with in the right way. After reviewing all the information we have about the service since the last key inspection we have concluded that the service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We will continue with our inspection plan for this service. We will carry out our next inspection of the home by 1st February 2011. We can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using it.
