What the care home does well Residents were happy with the care they received; comments included `I feel lucky and well looked after`, `they look after me`, `the carers look after everyone well` and `I am happy here`. Residents medicines were managed properly and staff had followed safe and clear guidance to reduce the risks of any mistakes being made. Most of the care staff had achieved a recognised qualification in care; this would give them the skills and competence to look after people properly. Residents knew who to speak to if they were unhappy and were confident they would be listened to; one resident said `I have no complaints and am very satisfied`. Staffing levels had been reduced in line with current occupancy; however there were sufficient staff to look after people properly. Residents commented that there were enough staff who were available when they needed them and that staff listened to and acted on what they said. Staff had received training to help them to recognise and respond appropriately to any signs of abuse or neglect which would help to keep residents safe from harm. What the care home could do better: The care plans did not reflect the care that was being given or include enough information about residents care needs, preferences or personal routines; this made it difficult to determine what care and support residents would need and could result in their care needs not being met. Records did not support that residents or their relatives had been involved in the development or review of care plans; people should be involved in decisions about their care to help ensure they receive the care they both want and need. The home needed to improve the procedures and training that would help staff to recognise and respond to any incidents of abuse or neglect; this would help to protect residents and to ensure that any concerns were dealt with properly. The home needs to improve the systems that check whether staff were following policies and procedures, whether residents needs were being met and whether records were completed properly; this would help them to improve standards of practice within thehome and also help to identify and respond to any areas of concern. Date of last inspection Care Homes for Older People Page 2 of 9 Brief description of the care home Hazel House Care Home provides 24 hour nursing and personal care for up to fortythree people of either sex. Hazel House is situated in a quiet cul-de-sac in Leyland close to local amenities. The home provides accommodation mainly in single rooms although shared rooms are available for married couples, friends or people who prefer to share facilities. Accommodation is provided on two floors and a passenger lift enables access to all areas. There are three separate lounge areas for residents to join in activities or sit quietly enjoying more solitary pursuits. Information about the services offered by the home is provided in the form of a service user guide and is available, with a summary of the most recent inspection report, to existing and prospective residents and their relatives. On the day of the inspection the weekly fees ranged from £420.00 to £620.00. Items not included in the fee include newspapers, chiropody, hairdressing and some excursions. Care Homes for Older People Page 3 of 9 What we found: A random (short) inspection of Hazel House was undertaken on 10th May 2010. The last key inspection visit had taken place on 30th May 2007 when the service was given an excellent or 3 star rating. Service reviews had been undertaken annually at which time there were no concerns raised about the service. We looked at records and talked to the registered manager, two members of staff and one service user. Information was also used from surveys completed by seven residents and three staff. We looked at the care and support that service users were given, how their medicines were managed and how they were protected from abuse and neglect. We also looked at the current staffing levels in the home as the survey information indicated there maybe concerns and we reviewed the systems in place that monitored how the home was being run. Any handwritten entries (transcribing) on medication administration charts should be witnessed in accordance with procedures; this will help to reduce the risk of error. The safeguarding procedures should be reviewed to include the contact information of local agencies that would be involved in any incidents of abuse or neglect and to indicate that staff may be suspended as part of the investigation; this would provide clear and safe guidance for staff and ensure any allegations are dealt with appropriately.
