It is a two-storey building with car parking available to the front of the building. There is wheelchair access via a ramp. The home is situated close to the town centre of Rawtenstall. Local amenities, including the market place, are near by. The registered persons for Hill View are Southern Cross Care Homes Ltd, who are a company providing care throughout the UK. The day to day management of the home is undertaken by a Manager. Hill View provides both nursing and personal care for men and women over the age of 65 years. Accommodation is provided on 2 levels and a passenger lift enables access to the first floor. All accommodation is provided in single rooms. There is an enclosed garden where service users may sit when the weather permits. Hill View is part of a larger company providing care throughout the UK. Information about the home is available in the service user guide and statement of purpose. In December 2009 the fees for the home were £435 - £683 per week depending on the type of care required. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information we have received or asked for since the last key inspection. This included: The annual quality assurance assessment (AQAA) which was completed by the registered manager. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us from people using the service and from other people with an interest in the service. Information about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and annual service review. What has this told us about the service? We looked at the information in the AQAA and our judgement is that the home is still providing an excellent service. The manager has told us in the AQAA that she is constantly looking for ways to improve the standard of care and lifestyle for people using the service. As a result of listening to people a more varied programme of leisure activities has been introduced and they also have access to a mini bus. Eight people who use the service completed a survey and indicated that suitable leisure activities were organised. One person commented, Activities are good. It was also clear from the surveys that people received the care and support they needed and staff were generally available to help them when necessary. One person wrote on the survey, They help the residents. Another person told us the hygiene and care were good and the staff cheerful. However, one person considered the home could improve by more careful sorting and putting away of laundry. Eight members of staff completed a survey they stated that there was enough staff to meet the individual needs of people using the service, two written references and a Criminal records Bureau check had been obtained before they had started working at the home and they felt supported by the manager. One member of staff commented, We take a pride in our work as a team thus giving our residents the highest level of care possible. Another member of staff wrote, Residents are treated as individuals and are taken out regularly in the mini bus. According to the AQAA one complaint has been investigated by the manager during the last year. The manager supplied the Commission with details of the investigation, which was thorough and appropriate action was taken. People who completed the survey stated that they knew how to make a formal complaint. The members of staff who completed the survey indicated that they knew what to so if a person living at the home or their relatives complained to them. The AQAA provides information about staff training and told us that more than half of Annual Service Review Page 4 of 6 the care workers have National Vocational Qualifications in health and social care at level 2 or above. This confirms that a programme of staff training and development is in place to help maintain and improve the standard of care for people using the service. All the staff who completed the survey told us they received the training they needed in order to care for people living at the home in the way they preferred. The Commission has been informed of any event that affected the health and welfare of people using the service. The manager and staff have shown that they have managed issues well. They work well with us and have confirmed that their service continues to provide excellent outcomes for the people who use it. What are we going to do as a result of this annual service review? The Care Quality Commission will continue to monitor information about this service and will carry out an inspection when required.
