Holmwood is privately owned with Mr Samara taking responsibility for the day-to-day management of the home. Holmwood is registered to provide personal care for up to three residents with learning disabilities. Holmwood is a large detached house on a new residential estate of similar properties. The home is located on the outskirts of Blackburn town centre and is close to local shops and other amenities. There is a local bus service nearby. There are four bedrooms, each with en-suite facilities. A separate shower room is situated on the first floor. Communal space comprises a through lounge/dining room and a conservatory. There is a well equipped kitchen. There are gardens to the front and rear of the house with access to the canal towpath at the rear. What the care home does well Any personal care undertaken was done so in a manner to protect the dignity of people who used the service. People who used the service were offered choices to maximise their contentment at this care service. People who used the service had access to health care specialists to meet their health care needs. The good administration of medication was safe for people who used the service. There was an accessible complaints procedure for people who used the service to voice any concerns. The robust safeguarding procedures helped protect people who used the service from possible abuse. What the care home could do better: No requirements or recommendations were made at this inspection. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This random inspection was undertaken under current guidance and no evidence was uncovered to undertake a Key inspection. We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included the annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Each person had their own rooms but were mainly independent for personal care and mobility issues. One person only required some supervision with personal care issues and this was conducted in his room or separately in a bathroom. People were encouraged to be independent at this care service. One person who used the service said, I can get up and go to bed when I like. I buy my own clothes. They take me to the shops I buy what I want. The registered person said, people get up and go to bed when they like. Some of the people go to church - three of the four people living here. We ask people what they want to eat and then plan the menu around it and do the shopping to match the menu. People choose what they like to do such as work or the outings we have. This meant that people could choose what they wanted to do. The general health of people who used the service was good although access to a general practitioner was available when needed. People who used the service did get to see chiropodists, opticians and dentists on a scheduled basis. Each person who used the service had an annual health check. Visits to professionals helped keep the health care needs of people who used the service up to date. There were medication policies and procedures for staff to follow good practice. The medication administration recording system was checked and contained no errors. There was a copy of the Royal Pharmaceutical Societies guidelines and other publications for staff to gain knowledge of medication. Staff had been trained to administer medication. Medication was ordered and stored in a secure manner. People who used the service had a signed agreement for staff to administer their medication. In general the systems used to administer medication was safe and minimised possible errors. There was a complaints procedure for people who used the service to follow. The complaints procedure met Care Quality Commission (CQC) guidelines. There had not been any complaints made to the (CQC) since the last key inspection. This was a small family run concern and the registered person was available on a daily basis to talk to people who used the service and iron out any complaints. Care Homes for Adults (18-65 years) Page 4 of 8 There was a copy of the homes own safeguarding procedures but this service used the Blackburn with Darwen protection of adults procedures to follow a local initiative. New staff had their police record checked to ensure they were safe to perform the role of care staff. There were policies and procedures for staff to follow and protect people who used the service from financial abuse. This meant the care service was run in a sensible way to help keep people who used the service safe.
