What the care home does well The four requirements made at the last inspection and the statutory requirement notice served have all been met. The recruitment procedures have improved and the required checks have been done to make sure that the newly recruited staff member is suitable to care for the residents. The home has a plan of care that each resident, or someone close to them, has been involved in making and one care plan sampled had been updated when a new problem was identified. Staff have received training in the safeguarding of vulnerable adults and staff spoken with demonstrated a good understanding of actions they should take should there be any suspicion or allegation of abuse. The areas of the home visited were found to be clean, pleasant and hygienic and free from offensive odours. Care Homes for Older People Page 3 of 9 What we found: The purpose of this random inspection visit was to assess the homes compliance with a statutory requirement notice served on the provider following the last key inspection on 13 May 2010 and also to assess compliance with the four requirements made at that inspection. The visit took place over one and a half hours and the registered provider was present throughout. The requirements of the statutory requirement notice were that the provider: 1. Have a system in place at the home that will ensure that the arrangements in place for staff recruitment are robust and protect the service users from harm and abuse. 2. Ensure that all of the people at the home involved in staff recruitment are familiar with and have a good level of understanding of the legislation in respect of staff recruitment. 3. Ensure that when references are received they are fully checked for authenticity. 4. Ensure a full employment history is obtained. 5. Ensure that any gaps in the employment history are explored. 6. Ensure that where applicable one of the two references relate to the persons last period of employment which involved work with children or vulnerable adults. 7. Ensure that where it is reasonably practicable to do so and where a person has previously worked with children or vulnerable adults you obtain written verification of the reason why they ceased to work in that position. The remaining requirements related to making sure care plans are kept up to date, keeping the home odour free and ensuring that all staff are made aware of and follow the correct safeguarding adults procedures. In order to assess compliance with the notice and outstanding requirements we sampled staff recruitment files, residents care plans and staff training certificates, spoke with one member of staff and visited one residents room. Service users at this home prefer to be referred to as residents. For clarity and consistency this term will be used throughout the remainder of this report. COMPLIANCE FINDINGS STAFF RECRUITMENT. At the last inspection we found that the staff recruitment practices were placing residents at potential risk of harm and/or abuse as the required checks had not been done to make sure that staff were suitable to work at the home. A requirement was made, followed by the serving of a statutory requirement notice. Following that inspection the provider sent us an improvement plan setting out actions that were being taken to comply with the requirement and to meet the statutory Care Homes for Older People Page 4 of 9 requirement notice, as well as action that had been taken to obtain missing information and documents for staff that were already employed at that time. During this visit we looked at the file for the one person recruited since the last inspection in May. We found that the recruitment of this person had been robust and fully compliant with the regulations, meeting the statutory requirement notice and the previous requirement in full. CARE PLANS. At the last inspection we found that the home had a plan of care that each resident, or someone close to them, had been involved in making but the care plans were not always kept up to date when new problems were identified and a requirement was made. During this visit we sampled three care plans and found that they were up to date, with one care plan containing details and full instructions to staff on what to do regarding a new, temporary, health problem. The daily notes evidenced that staff were following the instructions in the care plan. We spoke with one member of staff who told us that all the staff like the new care plans, that they can always find the information they need to care for the residents and that she felt the new care plans were much easier to follow. The findings of this inspection are that the requirement has been met. SAFEGUARDING ADULTS. At the last inspection we found that safeguarding adults policies, procedures and training had not been followed in practice and that appropriate action had not been taken to follow up on an allegation and a requirement was made. At this visit we were advised that all but two of the staff team had attended safeguarding training at the home, provided by a trainer from the local authority, in July this year. The provider and the member of staff on duty during this visit both demonstrated a sound knowledge and understanding of local safeguarding procedures and the action that should be taken if there were any future suspicions or allegations of abuse. The findings of this inspection are that the requirement has been met. ENVIRONMENT. At the last inspection we found that overall there was a good standard of housekeeping apparent throughout the home but steps needed to be taken to eradicate the strong smell in one room and a requirement was made. During this visit we visited the room identified at the last inspection and found that the steps taken by the home in response to the requirement we made had been successful and the room was found to be clean and free from offensive odours. The findings of this inspection are that the requirement has been met.
