0Israel Sieff is a purpose built care home that provides accommodation and personal care for 34 elderly residents. It is one of a number of homes owned by Anchor Homes, which form part of Anchor Trust, a registered charity. The property has three floors, and bedrooms are located on each of the floors. All the accommodation is offered in single rooms, which provide en-suite facilities. The home is situated in a residential street in the Crumpsall area of Manchester, about three miles from the city centre. The Crumpsall Metro Station and public transport links are all within easy walking distance.

What the care home does well We found through scrutinising the reports, care plans and correspondence in peoples files that effective health and personal care was provided. People told us that staff were diligent in ensuring that medical matters were dealt with promptly. We saw that health intervention was in keeping with Best Practise in relation to the area of care, whether this was preventative, routine or specialist. We saw that the outcome of such intervention successful in keeping people comfortable and as healthy as possible. We saw that staff followed the instructions of health professionals and supported people clinics and specialist consultations whenever this was needed. We saw that all support was provided with discretion and in private, staff approached people in a gentle manner, people were given a choice about their acceptance of the support offered, and the reason for the support and treatment was explained to the resident. We saw that medication was stored and administered in keeping with the British Pharmaceutical guidelines. We saw that staff had received training in health related topics such as medicationadministration, dementia care and First Aid. In relation to Complaints and Protection we found that all staff had received protection of adult training and staff understood their role in protecting people from harm and the actions they must take if they had concerns. We found that people living at Israel Sieff feel safe and are confident that if they had concerns or complaints they would be listened to. People living at Israel Sieff told us: `If there`s anything you can tell them. It`s easy going here really. It`s not strict about what time you get or go to bed. They try and keep you a free as possible. I please myself most of the time and the night staff are obliging.` And `Yes staff get medical attention quickly and they follow the instructions of the GP.. Overall we`re satisfied with what we`re getting regarding health.` What the care home could do better: Through discussion with staff and examination of the training matrix we found that staff have not received Mental Capacity Act and Deprivation of Liberty Safeguard Training. This should be provided so senior staff know when this legislation may need to be applied. We read through and assessed the complaints policy. We found that the information provided to residents and their families did not give specific information about how to make a complaint, such as the names of people to contact or the time scales for dealing with complaints, or the address of other agencies that could be contacted about concerns. We looked at the complaints records and found that this was an A4 bound book. This book was used by the manager for recording complaints and concerns which she had looked into. We were unable to confirm whether people were offered a complaints form on which they could record their concerns themselves and we were unable to confirm whether the incidents and type of complaints were analysed. We assess that the management of complaints at Israel Sieff should be revised to ensure that the system is simple, clear, accessible and understood by all. We found that the Adult Protection policy used at Israel Sieff is not specific to the home, we assess that this policy and the guidance should be revised so that all concerned know precisely what to do and who to contact if they have an adult protection concern. Care Homes for Older People Page 3 of 8 What we found: We conducted this random inspection as a compliance check in relation to the excellent rating awarded to Israel Sieff at the previous key inspection on the 21st August 2007. We looked at the Care Homes for Older People, National Minimum Standards outcome areas for Health and Personal care and Complaints and Protection. The inspection involved assessing the information we had received about the service since the previous inspection in 2007. This included notifications or events that the manager has told us about, information from other sources such as social services, health workers or people using the service. We considered the outcome of the previous key inspection we conducted in 2007. We received two completed Care Quality Commission (CQC) surveys from service users. We visited Israel Sieff unannounced, meaning that the registered manager and staff members did not know we were going. We examined the care plans, risk assessments, daily records and other documents concerning the provision of care and the running of the home. We talked to people living at Israel Sieff and members of staff. The manager returned to us the CQC Annual Quality Assurance Assessment (AQAA). The information requested included data about staff training, development of policies and procedures and compliance with health and safety checks when applicable. The information also influenced the outcome of the inspection.
