Lanfranco is one of three student residential units managed by The Fortune Centre of Riding Therapy, a Residential Independent Specialist College offering young adults aged 16-25, who have a learning difficulty a 3-year further education course through the media of care and management of horses. This is then transferred to personal development towards independent living. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received since the last key inspection. This included: --The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well the service meets the needs of people living there. It also gave us some numerical information about the service. --Telephone discussions with four current students who have lived at Lanfranco for varying lengths of time, between two and eighteen months. --Information we have about how the service has managed any complaints. --What the service has told us about things that have happened in the service. These are called notifications and are a legal requirement. --The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. --Relevant information from other organisations. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and comprehensive, giving us all the information we asked for. Currently the service, including the Independence Lodge, is accommodating eight third year students. We looked at the information in the AQAA and our judgment is that Lanfranco is still providing a good service and that they know what further improvements they can still make. The AQAA told us that as a result of listening to the students views the enhanced third year structure is proving successful in preparing them for moving on to more independent life. They have greater involvement in the running of the home and its environment, greater responsibility for use and management of their mobile phones; ownership of menu planning and food budgeting and they have grown some of their own vegetables. Students have the opportunity to ride horses more frequently with the general public i.e. charity fun rides. The students are involved with making decisions about the decor and the facilities. Worktops and sinks in the kitchen have been replaced. A number of student bedrooms have received new furniture. Due to the restrictions of the New Forest planning permission the total number of students on the site may not exceed eight persons, so both the house and the Independence Lodge located within the grounds cannot be fully occupied. Currently a review of the appraisal and staff observation and supervision policy and procedures are in progress; the employment of a full time Staff Training and Development Coordinator has been implemented to enable a more structured approach Annual Service Review Page 4 of 6 to training. The six month trial of the senior member of staff to test for management potential referred to in the last inspection report has well passed. There is a need to clarify who is taking the day to day management responsibility in practice. In conducting this review we were assured that the submission of an application for a new manager is imminent. Each of the students we spoke with said they are always treated well, the staff listen to them and the staff are kind. They all like living at Lanfranco and know who they would speak with if they were worried about anything. Theres more choice at Lanfranco, the staff are easy. theyre all nice, its really nice here. The staff are really good. They explained they took their turn with meal preparation and told us of their favourite meals. We all take turns to cook and help. One student told us they had rearranged their bedroom and had made more room for dancing and doing what I want. When asked how they spent their days off they told us they like to be with the horses and sometimes go for a walk off centre. I go for walks and stuff or read a horse story book. Each one told us how the staff are helping them with developing a specific skill as a move towards greater independence. They each had a key to their bedrooms. One complaint was that the pink bathroom is really too hot. One student explained that the boilers are located in the bathroom; others knew the room is too hot but couldnt explain why. We were also told the showers do not work properly. No legal requirements were made as a result of the last inspection. The service continues to let us know about things that have happened since our last key inspection. Notified incidents have been reported. The service has fully co-operated and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and we will do a key inspection by 25 November 2010. However, we can inspect the service at any time if there are significant changes in the service provision, or we have concerns about the quality of the service or the safety of the people using the service.
