Date of last inspection Brief description of the care home Mount Pleasant is a converted, extended care home registered to provide care and accommodation for twenty-five older people. It is in the village of Norley on the road from Frodsham to Cuddington. The home is set in large grounds, has attractive views across farmland, and provides a tranquil setting with adequate car parking facilities. Care Homes for Older People Page 2 of 8 2 9 0 7 2 0 0 9 Brief description of the care home People are accommodated on two floors. Access between floors is via a stair lift or stairway. There are 21 single rooms and two shared bedrooms, all of which have wash hand basins. Communal space consists of two lounges, a large room and a small sitting area in the entrance hall. Mount Pleasant provides a well cared for, bright and welcoming environment. Throughout the building there are an adequate number of toilets and a variety of bathrooms available for people who live at the home. There are aids around the home to help people who live there. Aids include bath hoists; grab rails and an emergency call bell system. There is a large, attractive garden with a number of sitting areas and pathways available for people to enjoy. The fees at Mount Pleasant are £405 per week. Care Homes for Older People Page 3 of 8 What we found: Two inspectors visited Mount Pleasant on 20 April 2010. This was because the commission had received information that indicated the home might not be meeting regulations (The Care Homes Regulations 2001). We found that the accident records were maintained at the home and found the quality of recording was good. Information was clear and identified where the accident occurred, how it had happened (if known), any injury sustained and any action taken, which varied from no treatment, a description of the treatment given, doctor or ambulance called. We looked at the records relating to three people; one person had recently passed away, one person had recently moved because they had needed nursing care that cannot be provided at Mount Pleasant and the third person continued to live in the home. The records for the third person who was resident in the home showed that an accident report had been completed following an unobserved fall. An ambulance had been appropriately called and the person transferred to hospital accident and emergency department. We saw that following the incident the persons risk assessment in relation to their mobility and falls had been reviewed and both this and the persons care plan had been updated. This made sure that staff were aware of the persons changed needs and how these should be met. We found limited information in the home which related to information that had been reported to us in accordance with the regulations (Regulation 37 of the Care Homes Regulations 2001). Reports had been made by the home to the commission in respect of people who had lived at the home and who had died. However, other matters that needed to be reported to us had not been. Advice was given to the manager about where to find a proforma for making reports under the regulations that included guidance on what types of incidents and events needed to be reported to us. As a result of our last visit to Mount Pleasant, we made a requirement that the owner should visit the home on a monthly basis and prepare a report about the conduct of the home, inspect the premises and look at records in relation to any complaints that have been made. The owner should discuss with people living in the home and/or their representatives and staff in order to form an opinion of the standard of care provided in the home. At this visit we found that these visits were being made and recorded, as required by the regulations. During this visit we had a look around the home and found that following our last visit more doors had been fitted with stay open devices linked to the fire alarm system. Two of the bedroom doors had these stay open devices fitted but were also wedged open. We discussed this with the manager and she was asked to resolve any problems with the doors, as wedging them open can cause them to warp and become ineffective as fire doors.
