002112009Oak Lodge is a care home providing nursing and personal care for older people. It is a redeveloped building with the addition of a purpose built extension. Several of the bedrooms have ensuite facilities. There is nearby access to the motorway network and the home is very close to supermarkets and shops. The main door at the front of the home and the conservatory allow level access for wheelchair users and people who have problems climbing steps. The home is registered to care for 41 residents and provides accommodation in mainly single bedrooms on the ground and first floors. The bedrooms on the first floor are reached either by stairs or passenger lifts. There is a large lounge area to the side of the home and in front of this is the conservatory. This looks out onto a small garden area. There is also a large dining room and at the far end of this, there are two small, but bright sitting rooms. The toilets and bathrooms have aids to assist people with a disability or mobility problem. The home runs a Rapid Response service, which provides urgent short term nursing care for people who do not necessarily require admission to hospital. The weekly fees at the time of last key inspection ranged from 424 pounds to 538 pounds, according to care needs. Some people in receipt of Rapid Response or Continuing Care had individual fees in accordance with their health needs assessment. Additional charges were made for private chiropody, hairdressing and newspapers.

What the care home does well Interviews with both the registered manager and the operations manager, confirmed by the personnel files examined, showed that the home is only appointing staff when appropriate checks have been made from the police. All personnel files contained POVA clearance and showed that criminal records checks had either been received or had been sent for to confirm the suitability of staff. Interviews with both managers showed that they were aware of the requirements to both undertake these checks and to supervise staff prior to the full clearance being received. The personnel files also showed that the home is now recording verbal references and all its efforts to obtain full references for staff which was a recommendation from the last key inspection and showed a willingness to address this. The personnel files also showed other checks including health and identity clearances to further confirm staff suitability. What the care home could do better: Examination of staff files, confirmed by interviews with the managers, showed that there have been difficulties in always obtaining two written references prior to the appointment of new staff. Of the five personnel files examined, only two had two written references although there was evidence of verbal checks being taken on three other occasions. However, one file only showed one verbal reference with no written reference and a second only showed one written reference. The operations manager accepted that there have been difficulties, in some instances, in obtaining two references and agreed that the home would look at obtaining more written references for staff to overcome the deficit. This was undertaken as a result of allegations received that the home was not acquiring police or personal checks on staff prior to appointment. The inspection encompassed information at the last key inspection and since. Interviews took place with the registered manager and the operations manager. A selection of five personnel files of recently appointed members of staff was examined.
