We give a quality rating following a full review of the service. If yes, what have they been: The home now has a new Registered Manager. 1 8 0 3 2 0 0 9 Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Oakfoss House provides residential care for up to 22 older people including those who may have mental health problems and or Dementia. Annual Service Review Page 2 of 7 The home is situated in a residential area close to the centre of Pontefract and all local amenities and facilities. There is a car parking area to the front and lawn areas to the front and back of the building. Garden furniture is provided for people in the summer months. The entrance to the home leads to a small office on the right and then to a large television lounge and a separate dining room. Bedrooms are situated on the first and ground floor and all floors are accessible by lift. All bedrooms are for single occupancy. The service provider said on 16 March 2010 the fees range from £396.00 to £403.00 pounds per week, but did say these fees will change in April 2010 to reflect Local Authority Commissioning Fees for the Hairdresser and chiropody are not included in the weekly fees, however, people are informed of the cost at the time that an enquiry is made, when they are given a copy of the service users guide and the Care Quality Commissions inspection reports. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at the previous inspection visit reports and service history. We also considered other information sent to us by the service providers and in particular the Annual Quality Assurance Assessment, (AAA). Other information sent to us included the Minutes of Residents meetings,Service User Satisfaction surveys, End of Year Report, the homes Business Plan, the Quality Audits and Quality Development Calendar. The service was also discussed with the new Registered Manager and Service Provider. What has this told us about the service? To make sure the service can meet peoples personal care and support needs these are assessed before coming to live in the home. People are fully involved in the assessment process and have a say in how they are to be cared for and supported. Information about the home is given to prospective service users and their families so they can make an informed decision about moving to the home. Information shows that before deciding people can visit and spend time in the home. The records show peoples assessments and care plans have been reviewed and improved to make make them more person centered. This means that people are more involved in the assessment and care planning process and have a say in what happens to them and how they prefer to be supported. The care plans tell staff what they need to do to make sure people receive the care and support they need and require and these are looked at regularly and amended if need be to show and reflect peoples changing care needs. Records show peoples health care needs are met by ordinary community based health care services this includes local General Practitioners,District Nurses, Continence Advisors, Opticians, Chiropodist and Dentists. Records also show that some people are also supported by the Community Mental Health Team and Specialist Social Workers. Staff training records also show that they receive training in how to care for people who may be confused, have mental health problems or suffer with Dementia. To make sure peoples rights are upheld and promoted records also show staff have Mental Capacity Act and Deprivation of Liberty Assessment training. To further empower people living in the home there are now staff who after training are now Dementia Champions. Part of the the Dementia Champions role is to observe how people with Dementia are treated and supported and to offer alternative and more appropriate ways of making sure their personal care and support needs are to be met. This practice is to be commended. Records show people and their relatives are supported and encouraged to take part in the assessment, care planning and reviewing process to make sure their care and support needs are met in a way they want and prefer. Annual Service Review Page 4 of 7 People living in the home are protected by the way staff are recruited and selected as records show references, police and PO VA (Protection of Vulnerable Adults), and health checks are taken up before they are employed. Records also show that new staff receive induction training and a copy of the General Social Care Council codes of conduct and Practice. Peoples health , safety and wellbeing is promoted and protected as records show staff have Health and Safety, First Aid, Moving and Handling, Food Hygiene, Infection Control and care planning training. People living in the home are also protected by the way medicines are dealt with as there is a Medicine Administration Policy and Procedure for staff to follow and staff are also trained in how to give medicines safely. People are protected from any kind of abuse as records show there is a Safeguarding Policy and Procedure provided for staff to follow that includes the Wakefield Local Authority Protocols on reporting any allegations of abuse. To further protect people living in the home staff training records show they all have Safeguarding training. The records show the service has not had to make any Safeguarding referrals to the Local Authority in the past year. What people say is taken seriously and is acted upon as there is a Complaints Policy and Procedure for staff to follow showing them what they must do when someone is not happy with the service and expresses concerns. Records show the home has not received any complaints over the past twelve months. Records also show the Care Quality Commission has not received any complaints about the home or the quality of service it provides. The minutes of the residents meetings, reviews, and satisfaction surveys show people, their relatives and visiting health care professionals have the opportunity to comment on the quality of services provided by the home. The service provider said there have been a number of changes over the past few years to enable people to take control of their own lives and influence what they do on a day to day basis. The records show there are now many clubs for people to belong to and enjoy including a Gardening Club, Knitting Club, Mens Club, Cake Decoration Club and Photographic Club. The minutes of residents meetings show people have a say in what and when they do things for example, people decided they would like a Valentines Day luncheon and agreed when they would have this , what menu they wanted and who was going to do the decorations for the windows and tables. The service provider said there are plans to further empower people living in the home and support and encourage them to lead their own meetings and to make decisions, not just about activities, but also on who works in the home, how the home runs and what changes need to be made. To this end some staff have attended leadership courses on empowering and motivating people and assisting them to take control of their own lives where they live. This practice is to be commended. Annual Service Review Page 5 of 7 The records show people and their relatives are very happy with the quality of the care, support, and service it provides. The service provider said to make sure people are safe and continue to have a say in how they live their lives there are regular audits which involves seeking the views of people living in the home and their relatives on the quality of care provided. The service provider said they believe the improvements over the past year have changed Oakfoss from a good home into an excellent home and this is reflected in the documentation and what people are saying about the services provided. The Care Quality Commission was impressed with the amount and quality of the information provided for this Annual Service Review and does not hold any information to contradict the service providers view of the home. What are we going to do as a result of this annual service review? The homes quality star rating cannot be changed without a visit to the service. This Annual Service Review confirms the service Two Star rating which means people living in the home continue to experience good quality outcomes. The Care Quality Commission does not anticipate visiting the service. However we can visit the home at any time if there is a reason to do so.
