We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. It does not involve a visit to the service but is a summary of new information given to us, or collected by us, since the last key inspection or annual service review.

If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Ormsby Lodge is a residential service providing care and support to ten adults who have learning disabilities and complex behavioural needs. Ormsby Lodge is owned by Mr and Mrs Clarke who also own another residential service and a separate day service for service users with complex learning disabilities. Ormsby Lodge is a large period house set in a street of similar properties in a central location in Southsea. The house is set out over four storeys, the basement is used for storage and the service users accommodation is on the other three floors. The top floor has a small semi selfAnnual Service Review Page 2 of 6 0 4 1 2 2 0 0 8 contained flat with two single bedrooms, this can accommodate people who need limited support. There are further bedrooms on the first floor, one of which is a twin room and there is one ground floor bedroom. The service does not accommodate people with physical disabilities or nursing needs. Service users are supported to use local amenities, which are a short walk away. The home is owned by Mr and Mrs Clarke and managed by registered manager Sally Fenner. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people with an interest in the service. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection carried out in December 2008. Other information we have received about the service. What has this told us about the service? The home sent us their Annual Quality Assurance Assessment (AQAA) when we asked for it. The AQAA was completed by the registered manager to a very high standard and provided all the information that was required. Information in the AQAA indicated that the home regularly consults with the people who live there and fully considers their views and opinions when making decisions about the service. We sent comment cards to the people who live at the home. One completed comment card was returned. This stated that the person was happy living at the home, was able to do what they wanted during the day, evening and at the weekend. They also stated that care staff and the manager treat them well and listen and act on what they say. We also sent comment cards to the home for staff to complete. Four completed comment cards from staff have been received. These all stated that staff receive appropriate training and feel they have the necessary skills to meet the needs of the people who live at the home. No concerns were raised in any staff comment cards. Some staff added comments including I am currently working with a good team, routines work well and I enjoy my role. Another added Ormsby lodge does well to provide a caring and supportive working environment. Its work ethic ensures that its residents are able to have a fulfilled life and promotes independence. The welfare of clients is central to all work that is done. The AQAA stated that the home employs ten care staff, six of whom have an NVQ of at least level 2 in care. The AQAA also stated that staff are provided with all mandatory and other relevant training to ensure that they have the necessary skills to meet the needs of the people who live at the home. Annual Service Review Page 4 of 6 We also sent surveys to the home to give to external health and social care professionals who may have information about the home. No completed comment cards have been received from other people. The home was previously visited by the commission in December 2008 when a key unannounced inspection was undertaken. This concluded that the home was providing good outcomes for people who lived there. No requirements or recommendations were made following the previous key inspection. The home has notified us about several incidents that have occurred. These indicate that the home has taken all the necessary action following incidents/accidents to prevent recurrence. The AQAA stated that the home had received one complaint over the past year which had been resolved within twenty-eight days. No complaints about the service have been received at the commission. What are we going to do as a result of this annual service review? All the evidence and information indicates that the service continues to provide good outcomes for people who live there. We are not going to change our inspection schedule and will undertake a key inspection before 25th November 2010, however we may inspect the service at any time should we decide we need to.
