Emmanuel Christian Care Home - Park House, is located in a quiet residential area of Birkenhead. The home is owned by Four Seasons Health Care Limited. The home is registered to provide general nursing care to forty elderly persons on the second floor, general nursing care to thirty elderly persons on the ground floor and dementia nursing care to forty one elderly persons on the first floor. Personal care may be given to eight service users within the total of 111 persons. The home provides single ensuite accommodation to all service users and has several lounges on each floor. Care Homes for Older People Page 3 of 8 What we found: We visited Park House in response to concerns received by us made by a relative about their relations stay at the service during a period of respite care. The concerns centred on the alleged condition in which the person arrived home after this respite stay as well as concerns about the administration of medication while this person was there. The visit was unannounced and was took place on over two occasions. On the first occasion the Registered Manager was not available but on the second day we were able to meet with the Registered Manager and this visit included the viewing of records relating to the persons stay as well as the viewing of medication records. While the service were aware of the concerns made in relation to the persons discharge from Park House, the service had not viewed this as a formal complaint given that the family had not indicated that this was their wish. Given the issues in relation to the concerns about the persons discharge, the service must deal with the concerns using the services complaints procedure. The second day of our visit noted that the Registered Manager had contacted the family by letter starting this process. We looked at medication records. Concerns had been raised to suggest that all the medication provided for this person (a weeks supply) had not be given and that an inhaler which was reported to be full was empty on the persons return. The inhaler was reported to provide fifty doses which was not as prescribed for the person during a week. There is not enough evidence to make a judgement on this concern. The other part of the medication concern outlined that not all medication had been used during the week and that three days worth of medication had been omitted. Records suggested that there were three occasions during the week when medication had not been given but this did not amount to three days worth of medication. In two instances, reasons for non administration had been given as refused and this had been correctly recorded on the medication records. There was another instance of non administration and although a code had been used to indicate this, no reasons for the non administration had been given. This is raised as a requirement in this report.
