We give a quality rating following a full review of the service. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Phoenix Court is a care home registered to provide nursing care and accommodation for seven adults with learning disabilities. The home is operated by St Annes shelter and Housing Association, a charitable organisation. The accommodation is divided into two self-contained areas, first floor and ground floor. There are four bedrooms on the ground floor occupied by four women. There is also a kitchen, lounge, bathroom, bathroom/ toilet, and a laundry on this floor. Upstairs the accommodation comprises three single bedrooms, occupied by three men. There is a kitchen, lounge, bathroom, bathroom/WC and an office upstairs. What did we do for this annual service review? We looked at all the information that we have received, or asked for since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are legal requirements. The previous key inspection. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their Annual Quality Assurance Assessment (AQAA) when we asked for it. We looked at the information in the AQAA and our judgement is that the home is still providing an good service and they know what further improvements they need to make. St Annes has an admissions procedure; however this has not been used because everyone living at Phoenix Court first moved there in 1993. Everyone has a licence agreement outlining their terms and conditions of residence. This is important because it tells people about their rights and the rights of the service provider. Everyone has an Essential Lifestyle Plan and staff support people to lead active and fulfilling lives. In the AQAA the manager said We plan with individuals what they want to do. We asked what the service does well in this area and they said: Maintain family relationships. Healthy eating is promoted. Dignity is respected at all times with clients. Leisure is organised around individuals. Annual Service Review Page 3 of 6 More rooms for some are now accessible. No restriction to visitors of length of time they stay. Promote a variety of festivals and events. We asked about plans for lifestyle improvements over the next twelve months and in the AQAA the manager said Continue with what we have done over the past 12 months, but to further develop clients knowledge and experience around cookery, eating and shopping, also to further develop staff knowledge around clients changing needs, as well as nutrition needs of clients, also more accessible areas for clients, so they can have more opportunities for time away for each other, to also develop vegetable area and involve within the community, also ensure significant equipment and environment to meet individuals needs. The home has good links with local health care services to ensure that individual needs are met. Everyone is registered with a GP, dentist and other health care professionals of their choice. Staff seek advice from other health care providers when they need it. The organisation has policies and procedures in place for dealing with complaints and protecting people. According to the AQAA a complaints leaflet is available, and it is sent out to relatives regularly. The home is clean, tidy and well maintained. We have been provided with information about the redecoration of bedrooms and lounges that has taken place since we last visited. In the AQAA the manager told us about plans for improvements at the home over the next twelve months includes: New specialised parker bath. Furniture to meet needs of clients. Vegetable garden. Fruit trees. Rear garden accessible to all. Further development to gardens (seasonal flower) etc. Decoration to clients rooms. Decoration to both kitchen and replacement cupboards doors. Continue monthly checks for health and safety and water. Annual Service Review Page 4 of 6 All new staff are thoroughly checked before they start work at the home to make sure they are suitable and to keep people safe. The manager of the home is experienced and qualified to manage the service. He is supported in his role by the area manager who visits the home regularly and reports on the conduct and management of Phoenix Court. What are we going to do as a result of this annual service review? The completion of this Annual Service Review has not changed our view of the quality rating of this service.
