The Home is registered with the Commission for Social Care Inspection to provide nursing and personal care to older people of both sexes. Preston Glades is a purpose built two-storey building and care is provided in two areas of the home for the two categories of service user. Those needing care regarding dementia are cared for on the first floor of the home, and those needing nursing and personal care on the ground floor of the home. There are 62 single bedrooms of which 16 have en suite facilities and 1 double room. There is a passenger lift to each floor of the home. The home is situated in its own grounds and there is an enclosed garden area at the rear of the home with a pleasant sitting area. There are parking areas available at the side and front of the home. Preston Glades is located in a residential area of Preston and is close to local shops and amenities. It is situated on a bus route into Preston town centre. The present rate of charging is between £346 and £626 depending on individual needs. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service but there are further improvements they need to make so we can be confident the home is providing a good service. The AQAA told us how the home had improved since our last visit. It provided evidence that the home involves people more in planning and deciding their care so the care and support they receive is more individualised. We could see that people that use services are more involved in the running ng of the home and the AQAA tells us people are involved in staff recruitment. The AQAA provides evidence that the home is organised and managed pro actively with developments taking place to enhance the lives of people living with dementia. This is supported by staff having training in person centred care. The health care of people is promoted through the menu being revised and a more nutritionally balanced menu being offered as well as all staff receiving training in nutritional care so people living at the home have the choice of a healthy diet. Staff take lead roles in infection control, continence, end of life/ palliative care and tissue viability so the staff can develop their knowledge and promote good practise. The home is also aiming to achieve the gold standard for end of life and palliative care so people will receive dignified care when they have long term conditions or are dying. Annual Service Review Page 4 of 7 The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. The AQAA says the home has a settled staff team but 18 staff have left the employment of the home in the last year so there is a significant staff turnover. The AQAA tells us there has been an increase in the number of staff with NQV level 2 and 3 qualifications so the number of competently trained staff has increased. NVQ level 2 and 3 qualifications are recognised qualifications in social care. The surveys returned by people living at the home said good and poor things about their experiences of care. They said that they were either provided with information that helped them to decide Preston Glades was where they wanted to live or did not receive any information about the home. They said there was always or usually sufficient staff on duty to provide care and support and that staff listened to them and acted on what the said or there were sometimes staff available who sometimes listened and acted on what they said. Access to health care was said to be always or never available. People said there were activities arranged they could participate in and they enjoyed the meals served or they they were never aware of the activities taking place. The building was described overall as always clean so the home was well managed. Younger adults seemed well informed and said they decided how they used their time. Comments received from people were, I feel that I have been very lucky to be admitted to Preston Glades, Staff are on time and person in charge of trips does well. and They look after me. People said improvements could be made in having more staff on duty at the weekend. We received surveys from health and social care professionals who said they though that the health care needs of people were either usually or sometimes met and that staff sometimes had the necessary skills to provide care and support to people living at the home. A problem was highlighted by a health care professional about the ordering of medicines the comment received was, Deal with the residents medication more effectively. We have numerous problems with prescriptions and staff not organising the repeat prescriptions correctly. We are always told about important things that have happened in the home since we did our last key inspection. The home is managed in a way that shows it has the interests of the people living there at the centre of what they do. The home sends us information about the welfare of people living there so we have up to date information about the home. We received no complaints about Preston Glades in the last year. They have told us that they had received 4 complaints. The home told us they had made no safeguarding referrals on the last 12 months and we have two safeguarding concerns about the home which have been looked into by the local council and the home cooperated in the investigation of these. The safeguarding concerns were dealt with satisfactorily and the home not found at fault The safeguarding procedure is how the local council and other agencies involved respond to and manage allegtaions of abuse against vulnerable adults and children. What are we going to do as a result of this annual service review? The Care quality Commission will continue to monitor information about this service and will carry out an inspection when required.
